He also asked forthe ambulance to stage near the locaton mes [Upon my arrival Sgt. Engen had already arrived and formed a custody team. They were about to approach oves _|the person (see his report for details). While they were approaching the suspect I ensured the road in front of eS the location was blocked to protect the scene. Officer Walters had been removed from the scene to a location 3 across the rond. I went to his locaton to gather preliminary information regarding the event. a Officer Walters told me he responded to a call of an unwanted person in the Hoyt Arboretum who was 0 yelling at people. He said he arrived alone and saw the person coming out of the bathroom of the Arboretum. 237 [Officer Walters told me he saw the person was holding a knife with blood on it. He said he told the person to ——|crop the knife and drew his weapon. The person responded that he was not going to drop the knife. The © __|person continued to walk toward Officer Walters. Officer Walters said he started backing away from the person. He said he noticed the backdrop behind the person was free from people that might get shot if he had jSouPTTER| tO shoot at the him. Officer Walters told me he knew of no other people with the person with the knife. I assigned Officer Dunn to remain with Officer Walters. I instructed both of them not to discuss specifies about the event. A crime scene was set up and a crime scene log started. A staging area for police personnel was designated land a second for the media was established. Officers were assigned to locate witnesses to the incident, collect their names and personal information in order to pass on to detectives when they arrived.
