First: That the defendant obstructed or retarded the passage of mail
as alleged in the Information; and
Second: That the defendant did so knowingly and willfully.
STIPULATED FACTS:
Brandon Alien Davis admits that on or about March 23, 2015, in the Dallas
Division of the Northern District of Texas, he was an employee of the United States
Postal Service and knowingly and willfully did obstruct and retard the passage of United
States Mail, in that he did obstruct the delivery of approximately 88 pieces United States
‘mail addressed to residences located in zip code area 75223, that had been placed in the
United States mail before the mail could be delivered to the intended recipients by
placing the mail in trash cans,
‘This conduct violates 18 U.S.C. § 1701.
