thewirelesscompaniestomarketnewwirelessserviceshas16sinceledtoaproliferation
of
cellularfacilitiestargetingresidentialareasandareasnear17schools,and18WHEREAS,Section

oftheFederalTelecommunicationsActof1996preempts19localcommunitiesfromregulatingtheplacement,construction,andmodificationofpersonal20wirelessservicefacilitiesonthebasis
of
theenvironmentaleffectsofradio-frequency

emissionstotheextentthattheproposedfacilitiescomplywiththeFederalCommunications22Commissionregulationsconcerningsuchemissions,and

WHEREAS,Baseduponnewandemergingscientificevidencetherecontinuestobe24considerabledebateastotheadequacyofexistingpublicexposurestandardsincludingthose25promulgatedbytheFederalCommunicationsCommission,and

1WHEREAS,Thescientificcommunityandmosthealthofficialsagreethatmore2researchisneededtoprovideadefinitiveanswerastotheeffectsofextremelylowfrequency3electromagneticandradio-frequencyradiationonourhealthandrecommendtheprudent4avoidanceofequipmentwhichgeneratesnon-ionizingradiation,and5WHEREAS,ThefullParliamentoftheEuropeanUnionhasraisedconcernsaboutthe6exposureofchildrenandyoungpeopletoelectromagneticfieldsandcontinuinguncertainties7aboutpossiblehealthrisks;andtherefore,adoptedonApril2,2009aresolutionencouraging81)theestablishmentofsetbackcriteriaforwirelessantennas,mobilephonemastsandother9electromagneticemittingdevicestobesetwithinaspecificdistancefromschoolsandhealth10institutions,2)stricterregulationsandprotectionsforresidentsandConsumersand3)more11reliableinformationbemadeavailableabouttheeffectsofexposuretoelectromagneticfields12tocitizensinanefforttopreventa"proliferationofpoorlypositionedmastsandtransmitters,"13and14WHEREAS,TheFederalCommunicationsCommissionisobligedtoconductperiodic15reviewsofcurrentresearchandanalysisofthehealthimplicationsassociatedwithradio-16frequencyexposuresincooperationwithindustry,agency,andorganizationsresponsiblefor17communityhealthandsafetytoensureexposureguidelinesareappropriateandscientifically18valid,now,therefore,beit19RESOLVED,ThattheSanFranciscoBoardofSupervisorsurgestheU.S.20EnvironmentalProtectionAgencytoperformtheappropriateresearchandexperimentationto21determinetheeffectsofnon-ionizingradiationonthehealthofadultsandchildrenand,if22appropriate,establishasafelevelofexposure,andbeit23FURTHERRESOLVED,ThattheSanFranciscoBoardofSupervisorsurgesthe24FederalCommunicationsCommissiontopursueacomprehensiveglobalanalysisofbest
