, I have the honour to submit to Parliament aspecial report entitled
Out of Time: 2008–2009 Report Cards and Systemic Issues Affecting Access to Information in Canada 
.This report is part o my ofce’s ongoing work to shed light on how ederal institutions comply withthe Act. Following up last year’s report on chronic delays and pervasive access issues, we monitoredthe implementation o our recommendations and resulting action plans, and we enlarged our sampleo institutions to provide more quantitative and qualitative data or this year’s report cards. Ourfndings show that little progress has been achieved so ar to remedy the root causes o delay acrossthe system. O the 24 institutions assessed this year, 13 perormed below average or worse. Thisreport documents once again key issues that Parliament may wish to address to improve theperormance o the access system.Sincerely, Suzanne LegaultInterim Inormation Commissioner o Canada
