IntroSpect System On-Call Support and Maintenance STATEMENT OF WORK ‘March 22, 2002 1. INTRODUCTION 1.1 Organization IntroSpect is a Microsoft Windows NT-based record tracking and management system developed by Steelpoint, Inc. The IntroSpect system is primarily used by the White House Office of Records Management (ORM), Staff Secretary, which are a subsidiary offices of the Executive Office of the President (EOP), U.S. Federal Government, located in the Dwight D. Eisenhower Executive Office Building (EEOB), Washington, DC. 1.2 Background In September 1999, the Information Systems & Technology (IS&T) division of the Office of ‘Administration (OA) integrated IntroSpect, a Commercial Off The Shelf (COTS) application to replace STAIRS, which was ORM's legacy document management system. The primary purpose of implementing IntroSpect was to satisfy the Y2K mandate. ‘The White House Operations and IS&T (the Government) has used the sole-source contractor to provide IntroSpect system administration and support for the past two fiscal years because of the special skills required and lack of needed skills in the IT market. Recently, the Government decided to train the in-house contract staff member(s) to obtain the skills necessary to reduce system administrative costs. The trained in-house staff will take over the system administration and support beginning Fiscal Year 2002 (FY02). Meanwhile, the Government plans to allocate certain number labor hours to acquire on-call system technical services, such as trouble-shooting and disaster recovery from the incumbent Introspect system support contractor (the Contractor). 1.3 Objective The objective of this Statement of Work (SOW) is to acquire a service contract that will require the Contractor to provide on-call technical services on system trouble-shooting and recovery. This contract will enable the Government to recover the system from unexpected failures using the expertise of the Contractor. 2. TECHNICAL SERVICES REQUIREMENTS 2.1 On-call Trouble-Shooting Upon the Government's request, the Contractor shall provide on-call services to trouble shoot the system when the system becomes malfunctioning. OAPo0006092 Deliverables: Descriptions of problems found and resolutions. 2.2 System Recovery Upon the Government's request, the Contractor shall assist the Government to recover the system. from failures such as medium failure. Deliverables: Descriptions of the causes of the system failures and resolutions. 3. NEOB will require clearance by the EOP Security Office. This clearance will necessitate a name check by the FBI of all contractors that will have ongoing access to these buildings during this contract period. ~6.2 Privacy Act ‘The Privacy Act of 1974 applies to the information and data required for the performance of this task.
