Procurement and Contract Management Office (OCPCMO).

EOP proposes to conduct a sole-source procurement to EMC for a sole source contract to acquire
EMC ad a ;oftwarc, and the services to configure, implement and
instaJl an enterprise wide Records M211agement (RM) system, This will be a Time and Material
Blanket Purchase Agreement (EPA) under an existing Gene"0i1 Services Administration's (GSA)
Federal Supply Schedule contract This will be a one (1) year contract with three (3) one (l) -
year option periods.

(3) A de$criptlon of-the supplies or services required to meet the organization's needs
(including the estimated value).

1ms RM software and services will allow EOP to be compliant in accordance with the National
Archives and Records AdministTalion (NARA), 44 U.S.C. Chapter 22,31 and 33 using
automated software processes for RM. This project shall include the coniiguration and
"deployment of software that will manage electronic records. email. files, and correspondence, as
approved by tho OA General Counsel, White House Counsel, and in compliance with NARA
policy, as well as the configuration and implementaiion of the software across all necessary BOP
components.

following facts and rationale as described in FAR 8.405-6(&).

The first justification is that. after careful evaluation and research, tilC EMC . . . . .1Il
'software was chosen as EOP's Enterprise Content Management (ECM) software. Th.is 'EMC
Software is the only Federal InfonnationProcessing Standards (FlPS) and Departn~ent of
Defense (DoD) certified software t:ha.t is also NARA approved. Also, as per Gartner research for
the past three years to present, it is the top ranked ECM software on the market.

The secondary justification is that EOP already has an existing instance of the software in use for
the Presidential scanneo records. The software being llsed is. bwhich is going
out of support in _ and requires EOP to upgrade the software to . While this will
be a separate task order under this BPA, the new L purchase under this project would
provide the needed licenses for the upgrade.

The third reason for using the limited souTce justification is the schedule of implementation.
This software must be operational before the next presidential tenn on January 20,2009. In
order to meet this deadline, it is imperative that this acquisition be expedited and the pilot is
operational by August 31,2007.

consistent with 8,404(d). .

DoD and FIPS complilll1t software that is approved by NARA. In addition, Gartner's market
r.e.sea.rc.h.8S.w.ell as the EOP capabilities matrix showing that EMC a and
is the only available software that meets BOP's scc1.uity and certification needs
and it is the proven leader in the industry.

accordance with FAR 6.1 02(d)(3), use ofmUltiple award schedules issued'under the procedures

AdministratioD is a competitive procedure.
