The Committee would like to thank all of those who expressed an interest in the vacancy in the
Office of Maricopa County Attomey and have taken the time to complete the extensive
application. The Committee would also like to thank all of those who have participated in the
process by sending letters in support of the applicants.
‘The Committee reviewed the applications in Executive Session on April 14 & 15, 2010. The
Committee has also conducted interviews of the applicants as it has deemed appropriate. After
careful deliberation, and in accordance with the direction provided by the Board of Supervisors,
the Committee hereby adopts and submits this report to the Board for its consideration in
making this appointment
The Committee presents the following candi
consideration:

Boyd Dunn
Mr. Dunn's long tenure as Mayor of Chandler and a member of the Chandler City Council has
provided him with leadership, managerial and government budgeting experience that is unique
among the candidates. His legal practice has focused mainly on civil and family law, and he has
extensive civil trial experience; but, he does not have significant prosecutorial or criminal
defense experience. Mr. Bolick has asked that the report reflect that he dissents on this
recommendation based on Mr. Dunn's lack of criminal law experience. Two other committee
members shared this concern, but based on overall considerations, approved forwarding Mr.
Dunn’s name to the Board of Supervisors for consideration. Mr. Dunn has indicated that if
appointed he intends to run for the office in the upcoming election
Edwin (Cleve) Lynch
Mr. Lynch is @ career prosecutor in the County Attomey’s Office since 1973. He has indicated
that he does not plan to run for this office in the coming election. As such, and considering his
extensive experience in the Office, he would be able to immediately assume management
responsibilities without the distractions of a political campaign. Although Mr. Lynch does not
have any direct responsibilities related to budget and finance, he is well respected and widely
supported as evidenced by the letters of recommendation sent on his behalf. Mr. Lynch does
not appear to have any conflicts of interest concerning current County Attomey/Board of
Supervisors issues.
Andrew Pacheco
Mr. Pacheco has demonstrated a long-standing interest in the Office of County Attorney. He
has a background in both criminal and civil law practice including ten years of criminal
prosecutorial and supervisorial experience. Mr. Pacheco has served as a prosecutor in the
County Attomey’s Office and in the U. S. Attorney's Office. Mr. Pacheco also has civ litigation
experience in private practice. He has wide support in the community and a reputation forhaving good and fair judgment. Mr. Pacheco has indicated that if appointed he intends to run for
the office in the upcoming election
Richard Romley
Mr. Romley served as the County Attorney for four terms, ending in December, 2004, having
worked successfully with the current Board of Supervisors. Accordingly, he is well acquainted
with the County Attomey's responsibilities and could immediately assume effective
management of the Office. Mr, Romley is highly respected in the community and expressed
well-reasoned positions on a number of current issues. However, the committee is concerned
that he may not be perceived as neutral, and that there may be conflict of interest issues in his
role as County Attorney arising from his service as a consultant to the Board in recent conflicts
involving the County Attorney's Office. Mr. Romley has indicated that if appointed he intends to
run for the office in the upcoming election.
