Foreword
On behalf of the President, it is my honor to present this report on the performance of theIntelligence Community (IC) in Fiscal Year (FY) 2006.The IC underwent a great deal of change last year. The Office of the Director of NationalIntelligence embraced the reforms mandated by the Intelligence Reform and TerrorismPrevention Act of 2004 and guided the integration of the 16 elements that comprise the IC asoutlined in the
 National Intelligence Strategy
. This report details our efforts to meet theobjectives articulated in that strategy. It is intended to complement my Annual ThreatAssessment testimony to Congress and the analyses contained in my submission of the budgetrequest for the National Intelligence Program for FY 2008.The widest range of information has been included in this report to provide an accuratepicture of what we have achieved and what we will achieve. Because this report is anunclassified document (per the statutory requirement), it cannot discuss all the details of ouractivities and plans. Nevertheless, I believe it provides the essential context for understandingthe IC’s achievements and intentions. It is important to remember that a large portion of ouroverall effort—both in the programs that I oversee and in the organic intelligence elements of theDepartment of Defense—helped to provide our service personnel on the front lines in Iraq andAfghanistan with unmatched intelligence support to protect them from harm and ensure thesuccess of their operations.Despite the many challenges the men and women in our Nation’s intelligence servicesfaced in FY 2006, their professionalism and dedication are unmatched, and our Nation owesthem a great deal. Of course, none of our progress would be possible without the close andcontinuing support from our partners in Congress, whose continued support and encouragementare enduring sources of strength for the IC.Sincerely,John D.
