These essays were prepared for the Trilateral Commission and are distributed under itsauspices. Drafts were discussed at the Trilateral Commission meeting in Tokyo on March22-24, 1997. The authors—from Europe, Japan and North America—have been free topresent their own views. The opinions expressed are put forward in a personal capacityand do not purport to represent those of the Commission or of any organization withwhich the authors are associated. The Emmott and Watanabe essays were finished forpublication in April 1997, and the Wolfowitz essay in June.
