How to classify a person as a beggar 
or
a homeless person? Actually, a beggar is a person
who
needs people’s help
and
money to support his life.
But
a homeless person isan individual
who
lives in a box (an adequate nighttime residence) and has a primarynighttime residence
that
is supervised publicly.There are
550, 000 people
who receive welfare in Hong Kong.The reason that caused beggars in the society are, lack of affordable housing, low paying jobs, domestic violence, unemployment and natural disasters.There aren’t 
more
homeless people in undeveloped countries
 than
 developing countries.But in
some
Third World nations (undeveloped countries), homeless people are rampanteven children are living
and
working on the streets. It is a serious problem around theworld.There are 
some 
well know beggars such as Bampfylde Moore Carew (even calledhimself King of the Beggars), Nicolas Jennings, Ryan LarkinEugene Kim, Lazarus
and
Omar. Bampfylde Moore Carew published a book, called ‘The life and adventures of 
 
Bampfylde Moore Carew’ in 1745. The well known beggar in Yau Ma Tei is Leung Ma.She has been living under the bridge for over ten years. Many people help her.The living conditions of homeless in Hong Kong are outdoors, on the ground in public places like parks. However, The Hong Kong Jockery Club, Caritas Hong Kong
and
Salvation Army can provide Temporary Shelters for beggars and street sleepers.The Social Welfare Department assists and manages beggars. The Social WelfareDepartment
and
non- governmental organizations also provide a wide range of welfareservices,
which
include counseling, accommodation assistance,
and
referrals for financial
and
other welfare assistances. Furthermore, before the coming of cold spells, DistrictSocial Welfare Offices will mobilize non-governmental organizations in their respectivedistrict, to assess the needs of the street sleepers and assist them in taking necessary precautionary measures for the coming cold spells.2R Group 6: Peggy Jessica Nathania Samuela
