S u m m a r y .

T h i s r e g u l a t i o n p r o v i d e sguidance for establishing and managingcivilian inmate labor programs on Armyinstallations. It provides guidance on es-tablishing prison camps on Army installa-t i o n s . I t a d d r e s s e s r e c o r d k e e p i n g a n dreporting incidents related to the CivilianInmate Labor Program and/or prison campadministration.

Applicability.

This regulation applies tot h e A c t i v e A r m y , t h e A r m y N a t i o n a lGuard of the United States, and the U.S.A rm y Res e r v e u nl e ss ot he rw is e st a t e d . During mobilization, the Assistant Chief of Staff for Installation Management maymodify chapters and policies contained inthis regulation.

Proponent and exception authority.

The proponent of this regulation is theAssistant Chief of Staff for InstallationManagement. The proponent has the au-thority to approve exceptions or waiversto this regulation that are consistent withcontrolling law and regulations. The pro-ponent may delegate this approval author-ity, in writing, to a division chief withinthe proponent agency or a direct reportingunit or field operating agency of the pro-ponent agency in the grade of colonel orthe civilian equivalent. Activities may re-quest a waiver to this regulation by pro-v i d i ng ju stif i catio n t h a t i n c l ud es a f ull analysis of the expected benefits and mustinclude f ormal review by the activity’s senior legal officer. All waiver requestswill be endorsed by the commander orsen io r lead er o f th e reque st i ng ac t ivi ty and forwarded through their higher head-quarters to the policy proponent. Refer toAR 25–30 for specific guidance.

Army management control process.

This regulation contains management con-trol provisions and identifies key manage-ment controls that must be evaluated.

Suppl ementation .

Sup plementa tion of this regulation and establishment of com-mand and local forms are prohibited with-out prior approval from Assistant Chief of S t a f f f o r I n s t a l l a t i o n M a n a g e m e n t(DAIM–ZA), 600 Army Pentagon, Wash-ington, DC 20310–0600.
