The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of thepolitical process to address Climate Change. The Convention secretariat is supporting the Conventionand its Kyoto Protocol by a range of activities, including substantive and organizational support tomeetings of the Parties.Fostering the integration of sustainable development and climate change priorities, the Financialand Technical Support programme focuses on supporting the efforts undertaken by non-Annex I Parties.
Responsibilities
Under the overall supervision of the Coordinator, Financial and Technical Support, and workingin close functional coordination with the Coordinator, Administrative Services, the incumbent isresponsible for ensuring efficient administrative operations within the Financial and Technical Supportprogramme -FTS (hereinafter referred to as “the programme”) related to the entire span of humanresources, budget, finance, procurement, travel and other administrative issues, and contribute to theeffective management of the programme. The particular tasks include:
i. Financial and budgetary management and reporting
a. Coordinates the preparation of the work programme and budget for the programme, including in theplanning and formulation of activities additional to the biennial work programme and core budget;initiates and coordinates related actions on a continuous basis.b. Monitors and reviews the work programme, other activities and related budgets by conductingregular and special reviews to assess progress of actual work and results versus the programmeplan; coordinates the production of programme reports such as programme delivery, project, andfinancial reports./…

c. Ensures that financial resources are optimally utilized to implement activities in accordance with theprogramme budget and other funding agreements, and allotments issued.d. Prepares the budgetary and financial documents; monitors and exercises strict control over budgetary allocations; under specific delegation of authority acts as certifying officer for obligationsand initiates their liquidation and closure in accordance with the financial rules and procedures.e. Inspects invoices for goods and services received by the programme, including from consultants,contractors, temporary staff, and expenditure reports from governmental and intergovernmentalorganizations, and acts as certifying officer for payments in accordance with specific delegation of authority.f. Takes the lead in specific financial management of the programme including budget tracking,expenditure planning and preparation of programme specific financial reports; in close cooperationwith the Programme Planning and Budget unit, identifies resource mobilization options and monitorsthe income and allocation of specific funds to the programmes.g. Provides back up support as alternate certifying officer for other programmes and funds inaccordance with the delegation of authority.
ii. Procurement, Travel and office space
a. Facilitates programme procurement requests for goods and services; coordinates between theprogramme and Procurement unit in the solicitation processes, including contributing to andparticipating in presentations to the Committee on Contracts.b. Advises programme staff on monitoring and evaluation of vendor performance and contractimplementation; recommends corrective measures if and when required.c. Coordinates travel related actions for programme staff and consultants; certifies mission travelrequests and claims for staff, consultants and meetings participants / experts.d. Reviews the programme’s office space and technology requirements; makes relevantrecommendations and initiates and coordinates related actions with Administrative Services andInformation Services programmes as appropriate.
iii. Human Resources related issues
a. Initiates and coordinates actions covering areas of human resources activities by identifying,analyzing and monitoring on a continuous basis the programme’s short and long term staffing needsin conjunction with the programme coordinator; coordinates the preparation of job descriptions andterms of reference; monitors contractual status of programme staff, consultants, contractors andother temporary staff; initiates related actions.b. Coordinates recruitment activities for the programme.c. In close consultation with the Human Resources unit, advises on conditions of service includingcompensation and benefits, duties and responsibilities, and privileges and entitlements under theStaff Rules and Regulations, ensuring consistency in the application of UNFCCC rules andprocedures.d. Effectively coordinates actions relative to the administration of human resources in the programme,e.g., placement, development, performance appraisal, job classification reviews, promotion,separation, etc., ensuring consistency in the application of UN rules and procedures.
iv. General programme support and related activities
a. Identifies operational and strategic programme issues and priorities and provides advice andrecommendations to the Coordinator, FTS on complex issues relating to the full scope of administrative matters; provides guidance, recommendations and advice on such issues tomanagers and staff in the programme.b.
