Your Miami Beach Civics Guide

Form of Government
Miami Beach, founded in March 1915, has a council-
manager form of local government -- the most common form of
municipal government in Florida. Approximately half of Florida’s
municipalities are run by professional managers or administrators.
The elected mayor and commissioners decide policy and create
laws and appoint a city manager. City managers are responsible
for municipal administration, as well as supervising and
coordinating departments, appointing and removing directors,
and making regular reports to the commission. The manager
prepares the budget for the council’s consideration and makes
reports and recommendations to the city commission. The mayor
is the ceremonial head of the city. The mayor, elected every four
years, presides over council meetings and makes appointments to
boards and has an equal vote on the city commission. There are
six elected commissioners each elected at-large alternating every
two years. There are no district seats in Miami Beach.

Home Rule Powers

Home Rule is a constitutional provision that recognizes the rights
of municipal governments to exercise any power, so long as it is
not prohibited by state or federal law.

Laws and Resolutions

Statutes recognize two types of formal enactments by municipal
councils – ordinances and resolutions. An ordinance is an official
legislative action which establishes “a regulation of a general and
permanent nature and enforceable as a local law.” A resolution is
a less substantial action and may be “an expression…concerning
matters of administration, an expression of a temporary character,
or provision for the disposition of a particular item of the
administrative business of the governing body.”

Ways to Get Involved

• Vote, whether it’s for an elected official or an issue that will
or will not affect you. Miami Beach registered voters also receive
discounts at over 100 local businesses. Go to votemiamibeach.
com for details.
• Attend a public hearing or community meeting or one of
the City’s academies (Police Citizens Academy or Neighborhood
Leadership Academy).
• Write letters and call your city officials about an issue
that affects you.
• Serve on a city advisory committee. Advisory boards and
committees are comprised of both citizens and city officials set up
by the city council to deal with particular issues or problems.
• Join a volunteer effort (CERT Training, Clean-ups, etc.)
• Run for an elected office.

MIAMI BEACH PROPOSES TWO DISTRICTS FOR NATIONAL REGISTER

OF HISTORIC PLACES
The City of Miami Beach is proposing to nominate two districts,
North Shore Architectural District and Normandy Isles Architectural
District, for listing in the National Register of Historic Places to bring
recognition to the unique architectural assets of North Beach and to
allow owners of historic properties in the proposed districts to take
advantage of potential tax and other financial benefits.

The proposed North Shore Architectural District is generally bounded

by 73 Street to the south, 87 Street to the north, the Atlantic Ocean
to the east, excluding Collins Avenue north of 76 Street, and Crespi
Boulevard to the west. The proposed Normandy Isles Architectural
District is generally bounded by Biscayne Bay and a portion of 71
Street to the south, the Normandy Shores Golf Course to the north,
Indian Creek Waterway to the east, and Rue Notre Dame, north of
Biarritz Drive, to the west.

National Register listing will not restrict property owners’ rights to

use and dispose of their properties as they see fit. It will not require
alterations to the property to be reviewed by the City’s Historic
Preservation Board. However, property owners who choose to take
advantage of the financial incentives available for improvements to
their properties will have to adhere to certain standards for historic
rehabilitation and follow established procedures.

DID YOU KNOW? May is Osteoporosis Awareness Month. Osteoporosis is
an illness in which bones become fragile and more susceptible to fractures. It is found
in many older adults because as part of the aging process, bone tissue may deteriorate

piscinas resultan verdaderamente provocativas. Pero hay mucho más que simplemente
unas piscinas.
