This isquite a good record compared to the number ofratications of similar IL conventions dealing withhealth and safety in a particular industry. This ismore than ten per cent of the membership of theIL, and not every country has the mining industryso ratication would not be relevant for every state.Many of these ratications have been the result ofcampaigning by miners’ trade unions.But while miners’ lives continue to be placed atrisk by poor legislation, badly enforced, we cannotrelax. The ICEM therefore decided to re-launch itscampaign for ratication of Convention 176 and torevise this guide.Mining accounts for 0.4 per cent of the global workforce,but is responsible for over three per cent of fatalaccidents at work, as many as 11,000 per year, which is30 per day. The position in some countries is worse than this. In Turkey, for example, there are 43,389 registeredworkers in coal mining. Coal miners are just 0.51 % of the total number of workers registered. owever, coalmining accounts for 8% of all accidents.ow it is time to re-launch the campaign for ratication ofour Convention and to make sure that the ecommenda- tion that goes with it will be implemented.A safety culture will only come about through strong trade unions and collective bargaining. It has beenproven that a unionised workplace has half thenumber of accidents compared with a workplacewithout a trade union presence.This fact is why the ICEM emphasises:
