A BILL
To amend title 39, United States Code, to clarify the in-
stances in which the term ‘‘census’’ may appear on mail-
able matter.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,
3 SECTION 1. REQUIREMENT FOR MAIL BEARING THE TERM

4 ‘‘CENSUS’’ ON THE ENVELOPE OR OUTSIDE

5 COVER OR WRAPPER.

6 (a) MATTER SOLICITING THE PURCHASE OF A PROD-

7 UCT OR SERVICE.—Section 3001(h) of title 39, United
8 States Code, is amended—

4 bears the term ‘census’ on the envelope or outside
5 cover or wrapper’’; and
6 (2) in paragraph (2), by inserting ‘‘or matter
7 on which the term ‘census’ is visible through the en-
8 velope or outside cover or wrapper’’ after ‘‘In the
9 case of matter bearing the term ‘census’ on the en-
10 velope or outside cover or wrapper’’.
11 (b) MATTER SOLICITING INFORMATION OR CON-
12 TRIBUTION OF FUNDS.—Section 3001(i) of title 39,
13 United States Code, is amended—
14 (1) in paragraph (1), by inserting ‘‘; or on
15 which the term ‘census’ is visible through the enve-
16 lope or outside cover or wrapper’’ after ‘‘or which
17 bears the term ‘census’ on the envelope or outside
18 cover or wrapper’’; and
19 (2) in paragraph (2), by inserting ‘‘or matter
20 on which the term ‘census’ is visible through the en-
21 velope or outside cover or wrapper’’ after ‘‘In the
22 case of matter bearing the term ‘census’ on the en-
23 velope or outside cover or wrapper’’.
