Sailability Malaysia, as Organising Authority, and Malaysian Paralympic Council,on behalf of the Asean Disabled Sailing Federation (ADSF),International Access Class Association andInternational Federation for Disabled Sailing,invite participation in the 5
ASEAN Para Games Sailing Regatta.The Regatta will be held from 15-19 August 2009at Admiral Marina & Leisure Club, Port Dickson, Negeri Sembilan, Malaysia.
1. Rules
The Regatta will be governed by the “rulesas defined in the ISAF RacingRules of Sailing (RRS), except where specifically amended by the SailingInstructions.1.2
The International Association for Disabled Sailing (IFDS) FunctionalClassification System, (FCS) IFDS Race Management Manual (RMM) and theClass Rules of the International Access Class Association shall apply.
2. Advertising
2.1 The Regatta is classified as Category C” in accordance with the ISAFAdvertising Code.2.2 Sailors may be required to display bow numbers and/or the names and/orlogos of event sponsors. If required, the Organising Authority will supply suchitems which shall be affixed and/or worn as described in the SailingInstructions. The Organising Authority reserves the right to refuse advertising bya boat or sailor when it is considered in conflict with the interests of eventsponsors.
3.1 BoatsThis Regatta is open to all boats of the Access 2.3 and Access Liberty classes.Some boats may be provided by the Organising Authority for charter byvisiting sailors. Availability is limited, so please submit requests at the earliestopportunity. In the event of there being a shortage of boats, the OrganisingAuthority reserves the right to charter the same boat to a sailor from eachfleet.3.2 Sailors shall not make, or be allowed to make, any modifications to the hull,sailors or provided equipment without the permission of the OrganisingAuthority. The failure of provided equipment shall not be grounds for redress.3.3 A damage deposit of US$250.00 is payable upon entry for each charteredboat. This may be refunded at the end of the Regatta, provided no damagehas been assessed as beyond normal wear and tear. In case of damageduring the event, an additional deposit will be required to reinstate thedeposit to the initial amount.3.4 FleetsThere will be two fleets:I.
Silver Fleet
for sailors who have taken part in a race and can sail withconfidence in a range of conditions and winds up to 15 knots;II.
Gold Fleet
for experienced sailors competent in racing techniques.III.
Silver and gold fleets is applicable to Access 2.3 only and only goldfleet is applicable to Access Liberty.3.5 The Organising Authority may re-allocate sailors who enter the Gold or Silverdivisions to another division. In all divisions, outside assistance in the form ofreefing and un-reefing is permitted for boats that are servo-assisted or to otherboats at the discretion of the Organising Authority.3.6 Sailors may sail with full servo-assistance, partial servo-assistance, or manual.Full servo-assistance” means electronic control of winches for Helm,Mainsheet and Jib-sheet. “Partial servo-assistance” means electronic controlof winches for one or two of Helm, Mainsheet and Jib-sheet. “Manualmeansto control Helm, Mainsheet and Jib-sheet manually. Only sailors using fullservo-assistance are eligible for Servo prizes.
4.1 Entries must be received at the entry address not later than 15 July 2009. EntryForms are available together with this NOR, or can be downloaded fromwww.aseanparagameskl09.org.my.4.2 Late entries will be accepted under the following conditions:I.
Forms must be received at the entry address no later than 31 July 2009, andII.
Forms must be accompanied by the Late Entry Fee (please refer to Item 5below).4.3 EligibilityThe Regatta will be open to any sailor who is a financial member in goodstanding with a club recognized by their National Authority. Each contingentcan register maximum of 5 sailors. 2 sailors and 3 sailors are allowed for AccessLiberty and Access 2.3 respectively.4.4 Competitors are also required to be a current financial member of theInternational Access Class Association or an IACA affiliated National AccessClass Association. Membership forms will be made available at registration.Sailors shall comply with ISAF Regulation 19: Eligibility Code.4.5 Sailors with a Disability may be any person who, by the first day of racingcompetition, is eligible as determined by the Event Classification Committee,to hold an IFDS Classification Passport.4.6 AcceptanceThe Organising Authority will acknowledge each entry on receipt, and advisesailors not later than one (1) week of the close of entries whether their entryhas been accepted.4.7 The acknowledgment will include a request of details of what special type ofseating and controls are needed, if required.
5. Fees
5.1 Entry fee is
for each sailor including of accommodation, food andlocal transportation will be charged to their NPCs.
