The eighth year of the U.S.-backed Arroyo regime’s rule is no different from the previous years. While a further drop in the number of victims of extrajudicial killings and enforced disappearances may be noted, the fact that these acts of violence persist indicate no signifi cant shift in the internal security policy of the government.

Karapatan noted that “The third quarter of 2008 saw renewed abductions and disappearances, arrests and torture. Extrajudicial killings continue, with Mindanao suffering the most number of civilian casualties.” The perpetrators and their masterminds remain at large. The Arroyo government is clearly unrepentant about its appalling human rights record over almost a decade. Its commitment to upholding the rights of its citizens is plain political rhetoric and grandstanding, not a genuine pursuit of justice.
