Puntland Five-Year Development Plan - 2007-2011

Puntland State of Somalia has been dominated by negative political and socio-economic events for several years.
The successive administrations that ruled the country in the 20th century — British and Italian colonial authorities
and Somali governments — did not allocate any tangible development programs to these regions, as most of the
country’s resources and development projects were concentrated in the capital. In fact, most of PSS was referred
to as “gaari waa”, a local term which literally means ‘remote and inaccessible portion of the country’.
