WELCOME WELCOME to an EMERGENCY BUSINESS MEETING of the Plainfield Board of Education Members hope you will find the meeting interesting and informative. We thank you for taking the time to attend, Please be advised this and all meetings of the board are open to the media and Public, consistent with the Open Public meetings Act (Ch. 231 Laws of 1975), and that the advance notice required therein has been provided to the Courier News and Star Ledger on Thursday, May 6, 2010 for advertisement on Friday, May 7, 2010 and also provided to the Plainfield Public Schools, the District's website, the Plainfield City Clerk, Police Department, and Plainfield Public Library for posting, V. EXECUTIVE SESSION WHEREAS, the Open Public Meetings Act, NviS.A.10:4-11, permits the Board of Education to meet In closed session to discuss certain matters, now therefore be it RESOLVED, that the Plainfield Board of Education adjoums to closed session to discuss: + Personne! Legal, and be it FURTHER RESOLVED, that the minutes ofthis closed session be made public when the need for confidentiality no longer exists. The Board of Education wil recess into its Executive Session. Emergency Meeting 2 May 7, 2010 RESOLUTION TO HOLD AN EMERGENCY MEETING WHEREAS, the Superintendent ofthe Plainfield Public School District, Steve Gallon, i, was. arrested on May 4, 2010, for various indictable offenses, which, if convicted, would result in him forfeting his public employment andior the loss of his School administrator Certification; and WHEREAS, the Assistant Superintendent of the Plainfield Public School District, Angela Kemp, was also arrested for various indictable offenses, which f convicted, would result in her forfeiting her public employment and/or the loss of her School administrator Certifications; and WHEREAS, Ms. Kemp was ordered to forfeit her public office on March 23, 2010 as a result ff an earlier conviction of harassment, but remained on the District's payroll receiving payments of $5,948 on March 31, 2010 and again on April 15, 2010; and WHEREAS, Dr. Gaon (or Board counsel) has falled andlor refused to produce any ‘evidence or Court Order to the Board justifying that Ms. Kemp lawfully emain on the District ppayrol; and WHEREAS, the Plainfield Board of Education needs to take immediate action to suspend ‘Superintendent Gallon and Ms. Kemp, pending further administratve action by the Board thereby necessitating the appointment of an Acting Chief School Administrator to perform the statutorily required responsibilities of the Chief School Administrator. and WHEREAS, the Board declares that this matter Is of such urgency and importance that immediate action is necessary because any further delay in resolving the matter could result in substantial harm to the public interest by adversely Impacting the District's fiscal and ‘educational operations; and WHEREAS, the Plainfield Board of Education has determined that an Emergency Meeting of the Plainfield Board of Education be called so that the Board may consider taking action in fillng the position of Acting Superintendent of Schools, as well as taking prompt action to ‘suspend Dr. Gallon and Ms. Kemp; WHEREAS, on May 6, 2010, notice of the meeting was posted in at least one public place reserved for such announcement and notice was also sent to two newspapers designated by the Board to receive such notices, NOW THEREFORE BE IT RESOLVED, that the Board of Education, in accordance with NALS. 10:49 with notice to the Executive County Superintendent of Schools, heseby declares that an emergency meeting of the Plainfield Board of Education be held at 5: p.m, ‘on May 7, 2010 for the sole purpose to: (1) take action to immediately suspend Dr. Gallon ‘and Ms. Kemp; (2) appoint an Acting Superintendent of Schools; (3) remove Ms. Kemp from the Distric payroll, and (4) appoint a new Board attorney. BE IT FURTHER RESOLVED, that Boart of Education, in accordance with N.S.A. 10:49, shall cause notice of the May 7, 2010 meeting to be posted in all of the newspapers designated by the Board to recelve such notices.
