RE: Coordination with City of El Paso
Dear Commissioner Patterson:
‘Thank you very much for traveling to El Paso to meet with Chairman Pickett, Representative Joe
Moody, City staff and me to discuss enhanced communication and coordination between the
General Land Office and the City of El Paso. I very much appreciate your agreement to provide
the City of BI Paso with current maps depicting the location of the properties held in trust for the
Permanent School Fund and the Permanent University Fund Lands in El Paso County. That
information will be very useful as we go forward with the Regional Comprehensive Land Use
Plan.
As you suggested, after we receive the maps, we will follow up with your staff to:
1. Gather information regarding the identified mineral sites known to GLO that might result
in requests for mining activities;
Learn more about your proposed land sales and exchanges;
Share information regarding the Regional Comprehensive Land Use Plan; and
Coordinate with GLO staff to make sure the trust properties are properly taken into
account in the Regional Land Use Plan.
Thave asked Sylvia to continue working with Isabel to finalize the information form the GLO is
willing to provide the City in order to provide notice when trust properties are leased in El Paso
County, While we would prefer to know in advance, I understand your position regarding the
need of the GLO to keep such matters closed until such time as negotiations are concluded.
However, I appreciate you willingness to consider the information the City staff will provide you
from the City of El Paso Comprehensive Land Use Plan priot to making a leasing decision. I
understand the need to balance the GLO’s fiduciary duty regarding the land held in trust against
the interests of the affected community; but I also strongly believe that the best interests of the
GLO will also be served when your leasing decisions ate grounded in solid, well reasoned land
use principles. When your leases are compatible with the surrounding land uses, you should be
able to maximize profit for the trusts.

Chairman Pickett made a suggestion I would like to follow-up on regarding the land at the
iersection of Montana and Loop 375 the GLO will be acquiring as a result of the exchange
with Fl. Bliss. The use of that site will need coordination between TxDOT, City Traffic
Engineers and Land Use Planners. Before the land is sold, 1 suggest GLO staff should convene &
meeting with both the City and TxDOT to discuss the development of opportunities and
challenges that site will present. I know that the GLO is under no obligation to consult with us,
but I submit to you that the proceeds from your sale of the land may well be increased if you are
able to provide prospective purchasers with more information or if we are able to resolve some
of the challenges before the property is offered for sale.
Took forward to working with you in the future and invite you to feel free to call on me anytime
there is anything the City of El Paso can do to assist you. Your continued support of the El Paso
Community and to the veterans who reside in the area is very much appreciated.
