Why do we need to introduce these Regs?

The Working at Height Regulations are being introduced by the Health and Safety Commission as a response to the European Directive on Temporary Working at Heights (2001/45/EC) which should be implemented by member states by July 2004 This consolidates the working at height requirements found in the CHSWR 96.
