PKII Engineers, a consulting group, conducted a study of the SME Center in thecountry. One of the recommendations made by PKII consultants in their final reportwas to equip Business Counselors with the right skills to enable them to meet “thegeneral business advisory needs of SMEs in the areas of marketing, technology,organizational development, and finance.”To partly address this concern, the Bureau of Small and Medium EnterpriseDevelopment (BSMED) decided to come up with a guidebook that will satisfy thebasic information needs of Business Counselors.The Business Counselor’s Manual was prepared to effectively carryout the task of counseling. Apart from providing counselors with a working knowledge of thebusiness counseling cycle, it represents an overview of the current status of the SMEsector and over 30 diagnostic tools that can aid a counselor in his work.The Manual will be useful not only to DTI counselors but also to the growing numberof full-time professional business counselors, whose counseling services have beenvalued and appreciated by the client entrepreneurs of micro, small, and mediumenterprises (MSMEs).We acknowledge the University of the Philippines Institute for Small-Scale Industriesfor their assistance in the development of the Business Counselor’s Manual and theBangko Sentral ng Pilipinas for their generous support.
