Historically, public safety regulations focused on ionizing or thermal causingradiations. A new classification of “pro-ionizing” radiation isappropriate. For a more practical evaluation of non-ionizing radiation, I developedthe Electromagnetic Pro-Ionization Principle to assist in public health riskreassessment.
