Asyouareaware,thecommissionwill
be
co-chaired
by
BillClintonandHaitianPrime
MinisterJean-MaxBellerive.Theboardwillalsohavearepresentative
of
majordonor
countriesincludingCanada.Thecommissionaims
to
transferthe
full
control
of
thereconstructioneffortstotheGovernment
of
Haitiafter
18
months.
CanadiansrecognizethatreconstructingHaitirequires
full
commitmenttoalong-haul,large-scaleredevelopmentprocess.RedevelopingHaitimustbemuchmoreambitiousthanjustreconstructingthecountrytoitspre·earthquakestatus.Investmentsshouldsupportthecapacity
of
Haitiancivilsociety
to
respondtotheneeds
of
thenation.Haitianownership
of
theredevelopmentprocess
is
of
theutmostimportance.Reconstructionwillhavetofocusonthedevelopmentof:•Aneffectivestatewithinvestments
in
health,education,housing,waterandsanitation,theestablishment
of
an
equitabletaxsystem,andthetraining
for
itspoliceforce.•
An
activecitizenshipwithsupport
for
Haitiannon-governmentalorganizationssothatanactivecitizenshipcanholdgovernments
to
account;leveragingCanada'sexpertise
in
democraticcapacity·building
to
ensureHaitianownership
of
theredevelopmentprocess;andmechanisms
to
ensurethatbothemergencyaidandlong-tennreconstructionrespond
to
theneeds
of
womenandgirls.•Avibranteconomy.providinggrantsforinvestments
in
micro-enterprise,rebuildingtheeconomyfromthebottom
up
withinvestments
in
agricultureandreforestationtostemtheacceleratingmigration
to
thecapital,aswellasmeasures
to
addressfoodsecurityissues.
