How and whether therespondents at thecommunity level react to awarning is beyond the scopeof the early warning systemas conceptualized. TheVanguard Foundation hopesto work on this aspect infuture.There should also be certain ethical protectionfrom media and other pressure groups in theevent of forecast becoming wrong so that thecredibility of the warning system is nottarnished, unnecessarily.
