State Street Rockford, IL 61101 Re: FOIA requests not returned Dear Sir or Madam, This will be my second attempt to your office to seek the information that I am requesting. Enclosed you will find my March 18, 2010 request to your office for any or all letters, documents and materials received by Judge Joseph McGraw from February 8, 2008 through September 1, 2008 from myself, Richard Wanke, during the course of the proceedings related to case number 2006-CF-405. I am submitting anew this Fr dom of Information Act request. Given that Judge McGraw acknowledged receipt of my letters during this time in court and on the record, I am concerned by your lack of response to ny correspondence and requests. I am also enclosing copies of my timely responses from the Office of the Sheriff of Winnebago County & Office of the State's Attorney from the same. They have claimed keeping no records. But your office should have knowledge and records, plus physical custody of these letters for the record in my case. Therefore, I would ask for copies and notation's, including and records your office would have kept concerning this correspondence. Please respond in a timely manner, in accordance with 5 I11. Comp. Stat. 140/3 (c). For your information, I am also forwarding a copy to Lisa Madigan's office as well as several other notable legal organizations. Please refer to my original FOIA request and if there are any questions or information that you need to have, please ask. Thank you for your time and considerations on this matter. Lundeen Assistant Public Access Counselor Assitant Attorney General Springfield, Illinois Re: FOIA requests in Winn. Co. April 26, 2010 Dear Ms. Lundeen, As you advised in your letter to me of January 11, 2010, I have reworded and sent anew several of my previous FOIA requests. I did receive back ones from the Sheriff and State's Attorney of Winnebago County. But, I have not received back from the Winnebago County Circuit Clerk any responses. I am enclosing here, a letter to the Clerk's office, plus the previous FOIA request of March 18, 2010 which I have received no response about. I resubmitted that request, sending it out on April 26, 2010. I have also enclosed copies of responses from the Sheriff and State's Attorney of Winnebago County, where they claim to have no information concern ing my requests for information. I find their claims hard to believe, but I will need your advice on how to proceed, Both of their offices were heavily dissect- ing my every move while I was held in the Winnebago County Jail, during the time period from February-thru-September of 2008. I am not certain of what my next steps are or should be. I've had several friends first request these records, but with no luck. Even my Appellate attorney has been rebuffed (and these letters are needed for my appeal). As in my letter to the Circuit Clerk, Judge McGraw acknowledge receipt of letters from me while in the Winnebago County Jail. I am correct that these would then be stored in my case file, which is maintained by the Circuit Clerk of the county? Please advise and/or help on this matter. And thank you for your time and efforts in these concerns. ‘Sir sly, car Vovhe f— Richard Wanke K77902 ee Route 51 North, P.O. Box 500 Vandalia, Illinois 62471
