The document is part of an operational Plan to integrate large population groups into forced Labor camps that are operational under FEMA in the USA.

This Document has been commissioned by Brown Root and Kellogs ( subsidiary of Halliburton Inc )

The language of this document reminded me right away of Hitler's "Final Solution" that we know of through historical accounts from the early forties, in which case the original documents went missing along the way.
