Representatives

the Philippines inCongress assembled:

Title.

This Act shall be
known as
the “Freedom ofInformation Act of
2008”.
SEC.
2.Declaration
of
Policy,
-
The State recognizes the right of
the
people to information on matters of public concern, and adopts and implementsa policy of
full
public disclosure of all its transactions involving public interest,subject to limitations provided by this Act. This right is indispensable to theexercise
of
the right of the people and their organizations to effective andreasonable participation at all levels
of
social, political and economic decision-making.

Coverage.

This Act shall cover all government agencies asdefined in Section
4
ofthis Act.

4.
Definition
of
Terms.
-As used in this Act:(a) “Information” shall mean any knowledge, record, document, paper,report, letters, contract, minutes and transcripts
of
official meetings, maps,books, photographs, data, research material, film, sound and video recordings,magnetic
or
other tapes, electronic data processing records, computer storeddata,
or
any other like
or
similar data
or
material recorded, stored
or
archivedin whatever form
or
format, which are made, received
or
kept in
or
