5.1 PROCESS OBJECTIVES
With the help of the Facilitator and the Cluster Advisory Group(CAG), Step 5 aims to enable the newly formed clusters to:1. and strategy in agroenterprise development done bythe WG;3. Translate the strategy into an agroenterprise planthat will guide the clusters when they set up theselected agroenterprise; and4. Formulate an operational plan for the productdeliveries in the test marketing.
5.2 INTRODUCTION
An agroenterprise plan is a “road map” that guides the farmersmarket their products, increase income and attain sustainablelivelihood. As a plan, it helps prepare the clusters before theymake that “leap,” their first product supply to the buyer.A good agroenterprise plan depends on the following:
The clusters’ understanding of how markets work andon an informed choice on how they can possiblyparticipate in various market chains that offer themopportunities for income
Good data gathering in Steps 2 and 3 (i.e. PSA andMCS) that provides the clusters with essentialinformation to analyze their strengths, weakness,opportunities, threats, and which guides them towardsa good strategy to be able to match the marketopportunities with their product supply capacity.Objective setting is an important activity in this Step. It is adecision to undertake a specific agroenterprise in a selectedmarket chain. An example is the objective of the coffeeclusters in the municipality of Maragusan, Compostela to beable to supply coffee beans to a chosen market chain whichwill bring their product to the buyer, Nestle Philippines, Inc.

5.3 FRAMEWORK OF AGROENTERPRISEDEVELOPMENT
The development of an agroenterprise follows a basicframework of identification and planning, implementation, andperformance evaluation (Figure 19).The planning component involves stages of work asdiscussed in Steps 1 to 4, the results of which are used in thedesign of the agroenterprise plan (Step 5).The implementation component operationalizes theagroenterprise plan through the test marketing (Step 6) andthe scaling up of marketing operations (Step 7).The third component, enterprise performance evaluation,provides the feed backing that serves as the basis forcontinuous improvements and innovations necessary for thesuccess of the agroenterprise.
