Subject: Contract for P Stubbs re Creative Advertising courses

Following discussion in 2002 between Dr Wayne Hindsley and Philip Stubbs, it is proposed
to contract Mr Stubbs to develop key elements of the course material associated with the
Creative Advertising courses. The following information is provided to meet planned
procurement processes for contracts up to $20,000 where two quotes are not sought.

Description of services to be provided


Mr Stubbs will further develop the course documentation and unit outlines for the Masters
in Advertising (Creative Advertising) and its derivatives, prepare teaching/learning
resources for two introductory units and undertake tasks similar to that of a unit coordinator
including in sourcing staff, library and ETV liaison regarding appropriate resources,
timetabling, and associated administrative tasks such as course publicity, prospective
student enquiries. He will liaise and work with key industry bodies and staff within the
Faculty and across the University.

Mr Stubbs will work under the supervision of Dr Terry Flew as Project Director.

Value
$10,000, including airfares and accommodation for two visits to the faculty at QUT.

Proposed Purchasing Strategy - Direct Negotiation


Preliminary discussion has occurred with Mr Stubbs and a list of deliverables is attached
(Schedule 1).

Background and Justification for Chosen Strategy


Mr Stubbs is recommended as he has done preliminary work with Dr Hindsley to prepare
course documentation. He teaches in the field (at QUT previously, and now at University of
Western Sydney) and has relevant industry contacts in Queensland and elsewhere.

Approval
Approval is requested to complete the draft contract attached and finalise negotiations with
Mr Stubbs, with appointment to commence in January 2003 (date to be confirmed).
