    Los Angeles, June 14 - Human Rights Alert issued warning that the April 12, 2010 Status Report by the California Judicial Council in re: CCMS [1] development and implementation, must be a reason for grave concerns of Human Rights abuses, and must be subjected to publicly and legally accountable validation: The Hon Michael Welch, former Presiding Judge of San Bernardino County, continues to serve as a member of the California Judicial Council. The San Bernardino Sentinel tied him to numerous cases of real estate fraud under the guise of court actions. [2] Furthermore, inexplicable loan records regarding the Hon Welch should raise concerns of bribing by large financial insinuations.[3] The Hon Terry Friedman, likewise, continues to serve as a member of the California Judicial Council. A case where he presided for over two years with no assignment order was opined as real estate fraud under the guise of litigation, aimed to benefit Bank of America Corporation. [8] The Hon Ronald George, continues to serve as Chair of the California Judicial Council. The Hon George served in leadership positions at the Los Angeles Superior Court during the implementation of Sustain, the CMS of the civil division of that Court, alleged and opined (qualified opinion) as fraud. [5] Moreover, the Hon George chaired the California Judicial Council during the engagement of Kevin McCormick in cases pertaining to imprisonment of the 70 year old former US prosecutor Richard Fine. Such engagement was alleged as obstruction and perversion of justice. [4] The Hon George refuses to answer on either matter regardless of numerous requests. The April 12, 2010 Status Report claims that CCMS enhances public safety and accountability, but there is no sign of public oversight and transparency in the process of CCMS development and implementation. Combined, the reasons listed above suggest that there is little likelihood that CCMS is anything better than Sustain. Human Rights Alert, a Los Angeles base NGO proposed that all case management systems of the courts must be subjected to publicly and legally accountable validation (certified, functional logic verification), [6] as part of compliance with Rulemaking Enabling Acts, since such system, by definition, imbed in them the new local rules of courts, which both state and federal courts consistently refuse to update with the installation of new case management systems. The Human Rights Alert April 2010 submission to the first ever - 2010 - review of Human Rights in the United States alleged that conduct of the courts with unpublished local rules of courts is inherent to widespread violations of Human Rights by the justice system. The installation of case management systems with no publicly and legally accountable validation was alleged as enabling the precipitous deterioration in integrity of the US and state courts in recent decades.
