am determined to turn over to the
new government a new Philippines,
one that is ready for the challenges
of bringing the nation to the verge
of First World [status], declared
Gloria Macapagal-Arroyo on the nations 112th Inde-
pendence Day. As proof, she cited her terms legacy
of hard work and major investments in the social
services especially education.
As always, Arroyos words stand in sharp contrast
to reality. The problems of the education sector,
which have built up over the nine years of her re-
gime, can no longer be glossed over.
Barely a month before Arroyos term expires, the
Commission on Higher Education (CHED) has ap-
proved yet another spate of tuition increases in 339

higher education institutions. In UP, meanwhile, the
Board of Regents approved 38 new laboratory fee in-
creases at rates comparable to those in private schools.
The tuition increases and newly approved fees are the
latest in a long string of commercialization policies
sweeping across private and state universities and colleg-
es; part of a trend, part of nine years of flawed education
policies under the current administration.
The new academic year has simply become a new
opportunity to accrue greater profit from what officials
have called the business of education. The fact that
pro-commercialization policies limit the accessibility
and affordability of quality education becomes merely
an incidental consideration.
Indeed, arguably among the biggest disasters of Ar-
royos term is the chronic education crisis, stemming
from the systemic state abandonment of the education

sector. The highest dropout rate and the lowest education
spending throughout history were all recorded during Ar-
royos presidency, according to data from independent think-
tank IBON Foundation.
Arroyos policies, however, are just part of the equation.
These policies could not have been this detrimental to the
education sector had they not been tolerated by the school
administrators.
For instance, UP President Emerlinda Romans response
to the dwindling budget has not been to assert for greater
state subsidy, but to railroad tuition increases and push for
the commercialization of the universitys assets. Under her
term, UP has leased the idle lands of the university to corpo-
rations land that could have been developed instead for
academic purposes, had there been enough state subsidy.

tions like Ayala Land Inc., which has recently proposed to
develop the UP Integrated School (UPIS) site, to use the
lands for commercial establishments such as those in the cu-
riously named Science and Technology park. And this led
to the incongruous sight of a KFC and a call center within

Ever since our land use plan was put
into place, which was about 15 years ago,
the UPIS itself has been pushing for the
transfer of its facilities into the education
complex, Sarthou said.
When Ayala offered to donate a new
school building inside the academic core,

plete the UPIS transfer, Sarthou said.
In the 1970s, UP merged the prepara-
tory, primary and secondary lab schools
of the College of Education (Educ) into
the UPIS, with its campus located along
Katipunan Avenue. However, safety and
security concerns urged the UP admin-
istration to move the school buildings
nearer to its mother college.
When the 1994 Diliman Land Use
Plan was implemented, the present
site of the UPIS High School Depart-
ment was reclassified as land for com-
mercial development.
The kindergarten to second grade
levels, which at that time was still in the
Katipunan campus, was subsequently
moved near Educ in compliance to the
land use plan, leaving behind only the
high school department.

Department of Budget and
Management (DBM) an
P18.5 billion budget proposal for 2011,
around thrice the approved P6.9 billion
budget for this year.
On top of the P6.9 billion budget
appropriated for the university this
year, UP will need an additional P11.6
billion subsidy. Around P8.3 billion of
the additional subsidy will be allotted to
constituent units and P3.3 billion to the
Philippine General Hospital.
Almost half of the 2011 budget
proposal or P8.87 billion was allotted for
capital outlay (CO), or the budget for
the construction of new infrastructures
and purchase of equipment.
UP Manila was allotted the highest
CO, amounting P2.87 billion, followed
by UP Mindanao with P658 million and
UP Diliman with P225 million.
Meanwhile, more than 30 percent
or P5.9 billion was allotted for
personal services, which is for salary,
compensation and benefits of the UP
systems 14,000 employees, while the
remaining 20 percent or P3.7 billion will
go to maintenance and other operating
expenses (MOOE) of the university.
The PS component also included a
P238 million fund for additional faculty
items in all constituent universities,
while P57.5 million was allotted for the
regularization of existing contractual
employees. The proposal also includes
P703.5 million for the implementation
of the first tranche of the Salary
Standardization Law 3.
The budget proposal also included
the P300 million additional MOOE
funding for UP mandated by the new
Charter.
A total of P1.3 billion or about
seven percent of the proposed budget
was allocated in both MOOE and
CO components for the continued
construction of the Engineering

of employees of the Philippine Genome
Center, part of which will be built in UP
Mindanao.
In calculating for the 2011 proposal,
the UP administration has included
all proposed budgetary requirements
which were not approved in last years
deliberations, Vice President for Planning
and Finance Edgardo Atanacio said.
Budget reduction
The P18.5 billion budget proposal is
higher by almost P300 million than last
years P18.24 billion.
[The proposed amount] is what the
university needs for its operations next
year. At present, we have no idea if this
proposal passes. It will still undergo a
long process, Atanacio added.
Last year, DBM has implemented a
budget reduction policy for the CO
component of all state universities and
colleges, as a part of the agencys plan
to address the growing fiscal deficit. UP
also proposed an P8 billion subsidy for
CO last year, but due to the reduction
policy, only P1.3 billion was approved.
For this year, the government
approved a P6.9 billion budget for UP,
or 38 percent of the P18.24 budget
proposed by the university. This was the
lowest percentage of a budget proposal
allocated by the government in five
years.
DBM will review UPs budget
proposal, along with those of other
government units, before submitting it
to Congress for legislation.

W
hen the 14th Congress ad-
journed, it left a legacy as the
legislature that deliberated par-
ticularly expensive bills and passed costly laws.
It also left a legacy as the legislature that has
become very generous for giving hefty raise
for its members, while scrimping budget for
thousands of its employees and other offices.
Indeed, lawmaking is getting costlier, as
Congress increases budget for itself every
year. There is nothing wrong when Congress
gives a raise for itself, if the sums of money
are meant to hire more technical staff and
consultants, strengthen specialized institutions
within Congress or conduct more research on
the impact of the thousands of bills that they
deliberate.
However, in the 14th Congress, the raise
goes directly to the offices of lawmakers. The
money is expended for the luxurious foreign
and local travel and fat salaries of lawmak-
ers and their staff. The raise goes directly to
the pockets of lawmakers as benefits for being
members of committees and officers of Con-
gress.

A day after Aquino was proclaimed
president-elect on June 9, more than 20
student leaders from UP stormed his
house along Times Street, Quezon City
and urged him to increase the govern-
ment spending for education and to
rollback the tuition in UP and other
universities.
Right now, [Aquinos camp] cannot
give concrete answers with regard to the
education agenda presented by the stu-
dents, Jose Honrado, chief of Aquinos se-
curity detail, told the protesters. Huwag

of the university student council.
During Joseph Estradas term, around
19 percent of the national budget was al-
lotted for education. However, in Arroyos
nine-year stint, the education budget
dropped to an average of 15 percent.
For 2010, the dropout rate soared to its
highest level 10 percent in elementary,
15 percent in high school and 73 percent
in college in the past 10 years, based on
the data from the Department of Educa-
tion and United Nations Educational, Sci-
entific and Cultural Organization.
The escalating dropout rate was at-
tributed primarily to high average tuition
rate, which has increased by as much as
89.93 percent, from a national average of
P230.79 per unit in 2001 to P437 per unit
in 2009, according to data from the Com-
mission on Higher Education (CHED).
Earlier this month, CHED has ap-
proved tuition hikes in more than 330
schools nationwide. In the June 10 protest
action, Sindayen said Aquino should order
a moratorium on tuition and fee increases
in the country following CHEDs decision.
In UP, education has become incras-
ingly commercialized under Arroyos

administration has responded to the in-

by placing the burden to the students, Co
explained, citing the newly approved 38
laboratory fee increases and the institu-

na pala ng stroke ang asawa niyang si
Quirino. Ayon sa kanyang anak, kinailan-
gan nilang magbenta ng kalabaw na nag-
kakahalagang P30,000 para mapagamot
si Tatay Quirino.
Bagamat nakalaya na noong Mayo 25
ang mga dinakip, malaki pa rin ang epek-

Samantala, baku-bako pa rin ang
daanan tungo sa sitio at gipit ang mga res-
idente dahil pabugsu-bugso ang kuryente
sa lugar. Ani Mang Mario, ganoon ang
sistema sa kuryente kahit pa nagbabayad
nang maayos ang mga tao.
Noong Hunyo 14, nagkatotoo ang
pinangambahan ng mga residente na
muling pagbabalik ng mga pulis. May 30
pulis ang mananatili sa Sitio Buntog nang
isang buwan para umano magbigay ng
gamit pang-eskuwela ngayong pasukan.
Ngunit para sa mga residente, hindi ito
ang tunay na layunin ng mga pulis patola,
Kung mamimigay lang ng gamit, bakit
mga pulis pa, ani Mang Mario.
Pagpapatuloy ng laban
Kung tutuusin, 450 ektarya lamang
sa kabuuang 7,100 ektarya ng Hacienda

Halimbawa ang Hacienda Yulo ng

lim ng Comprehensive Agrarian Reform
Program (CARP) Extension with Re-

taon ang mga probisyon ng CARP. Sa ila-
lim ng CARP, hindi maaring ipamahagi
sa mga magsasaka ang mga lupaing hindi
agrikultural. Sa halip, ginagawang subdi-
bisyon o golf course ang pang-agrikul-
turang lupain para mapanatili sa kamay
ng mga panginoong maylupa. Noong
1992, naghain ang mga magsasaka ng Ha-
cienda Yulo ng petisyon sa Department
of Agrarian Reform (DAR) para pigilan
ang pagbabago sa gamit ng lupang kanil-
ang sinasaka.
Dahil kasalukuyan pang nakabinbin
ang petisyon sa DAR, binigyan ng mu-
nisipyo ng Calamba ng Ocular Inspec-
tion Report ang mga magsasaka bilang
patunay na hindi pa pwedeng galawin ng
mga Yulo ang lupa. Ito ang dokumentong
pinunit ni Calvo sa harap ng mga magsa-
saka noong Mayo 21.
Samantala, sa pagkakaluklok ng haci-
enderong si Benigno Noynoy Aquino
III sa pagkapangulo, lalong nanlumo ang
tog na mapasakanila ang lupa. Walang
maasahan ang mga magsasakang katulad
namin [kay Aquino dahil] maka-maya-

he strap of Myrnas* blouse hangs loose
from her shoulder as she goes about
her daily routine washing her familys
clothes, cleaning their house (which is
smaller than an Ikot jeep), and breastfeeding her
one year old boy. When the chores are done, she
smokes a cigarette or two, watching her son play. She
blends easily with the other mothers in their neigh-
borhood.
Yet Myrna is only 15. At 13, she had sex with her
19 year old boyfriend who drives a pedicab for a liv-
ing. She says she didnt have any knowledge about
the consequences of having sex at an early age, and
barely knows what a contraceptive is. Even so, Myr-
na believes that sex education could have prevented
her condition.
Myrnas story is not an isolated case. According to
the latest data of the Young Adult Fertility and Sexual-
ity Study by the UP Population Institute, 23% of teen-
agers aged 15-19 experienced premarital sex in 2002.
The treatment of sex as a taboo discourse is rooted
from the backward colonial notions of morality and
conservatism
At an age when young people try to explore
their sexuality, equipping them with knowledge on
the circumstances surrounding sexual intercourse
becomes necessary. The Department of Education
(DepEd) must adapt to changing times, says Dep Ed
Seretary Mona Valisno, citing the alarming statistics
of teenage pregnancy.
Teased
Last March, Valisno announced that sex educa-
tion would be included in the curriculum of elemen-
tary and high schools. She noted that the integration
of sex education in the curriculum will help reduce
instances of unwanted pregnancy, prevent the spread
of sexually transmitted diseases and control popula-
tion growth.
With two batches of trained educators, the DepEd
has tested their sex education modules (see sidebar) on
159 elementary and high schools all over the country
when classes started last June 15. The departments
pronouncement immediately spurred criticism from
various sectors, particularly from the Catholic Bish-
ops Conference of the Philippines (CBCP).
This is not the first time the DepEd has integrat-
ed sex education in their curriculum. In 1972, the
then Department of Education, Culture and Sports
included a module for sex education, which tackled
concepts about population development, in the ba-
sic curriculum. The latest revision of the program in
2000 added topics such as premarital sex and sexu-
ally transmitted diseases.
For their 2010 campaign on sex education, the
DepEd has included contemporary issues such as
interpersonal relations and teenage pregnancy.
Contrary to popular interpretation, Valisno
stresses that sex education is not about the act of
sex but rather about the science of reproduction,
proper physical care and hygiene proper values,
the norms of interpersonal relations, and being
aware of issues surrounding prevalence of pre-mar-
ital sex and teenage pregnancy.
Impotent
As a government institution, the DepEd believes
that it is their duty to educate students on sex and
the responsibilities that surround it. The Constitu-
tion stipulates the separation of the Church and the
State, yet in issues such as sex education, there have
been several clashes between the CBCP and govern-
ment agencies such as DepEd.
In 2003, the CBCP issued pastoral letters urging
the government to block the release of funds for the
procurement of condoms. These letters were read
during Sunday masses.
Due to pressure from the CBCP, the government

also withheld financial support for a sex education
trial run in Metro Manila in 2006. The CBCP argued
that introducing sex education to schools would
only entice teenagers to try premarital sex.
During the Congress deliberations on the Re-
productive Health (RH) Bill in 2008, the CBCP
also used similar sentiments to influence legisla-
tors. While the bills proponents claimed that it ad-
dressed issues of women and childrens rights, and
sex and health education, the CBCP staunchly op-
posed the RH bill because of its supposed anti-life
orientation, as it would legalize the use of artificial
contraceptives.
The Church claims that sex education would only
breed a culture of promiscuity and produce a genera-
tion of sex maniacs. To control the population growth,
they suggest natural contraceptive methods such as ab-
stinence and monitoring of the menstrual cycle.
[Sex education] should be left to parents, espe-
cially if we are talking about children who are under-
age, says Msgr. Pedro Quitorio, CBCP Media Office
director.
Rigid
Despite the CBCPs opposition, proponents of
sex education such as officials from the DepEd and
Department of Health question the capability of par-
ents to teach sex education and reproductive health
to their adolescents because parents themselves were
raised in a society where discussing sex is taboo.
The treatment of sex as a taboo discourse is root-
ed from the backward colonial notions of morality
and conservatism, says Prof. Michael Andrada, a sex-
uality and culture professor from the UP Departa-
mento ng Filipino at Panitikan ng Pilipinas. Natata-

Katolikong Kastila na bawal pag-usapan ang sex o
anumang may kinalaman sa sex, he explains.
Teaching sex education in schools would not un-
dermine the parents responsibility of teaching their
child about sex, but would supplement it instead,
said Prof. Grace Sumayo, former head of the Health
Education Department of the UP Integrated School
(UPIS).
Students of the UPIS, where sex education is
included under a separate Health subject since the
90s, tend to thank their teachers for the knowledge
they have acquired in the subject, Sumayo adds. In
such classes, sex is discussed freely without malice.
The modules we use in UPIS do not encourage the
students to have sexual intercourse but rather guide
them in decision-making especially on various stages
of their lives, says Sumayo. The curriculum focuses on
value formation so that students would become more
informed and decisive in their choices, she adds.
Meanwhile, however, as the government and the
clergy continue to debate on how to address issues
such as teenage pregnancy and population growth,
there will always be stories such as of Myrnas, who
as an adolescent, engaged in sex without the slight-
est idea of its consequences. q

who yearn for justice, accountability and meaning-

As peace advocates in the international com-
munity, we fully support calls for your adminis-
tration to pursue formal peace negotiations with
the National Democratic Front of the Philippines
(NDFP) and the Moro Islamic Liberation Front
(MILF) towards resolving outstanding issues of
land/ancestral domain and socio-economic injus-
tices in the Philippines.
To restore the publics faith in the justice system
and build up confidence for the peace process, we
ask you to take steps to:
1. Immediately release the 43 health workers
and all political prisoners who remain in unjust
detention on purely fabricated charges under the
campaign of political repression of the Arroyo
presidency.
2. End Arroyos Oplan Bantay Laya and all forms
of repressive campaigns against trade unions, peas-

Dulaang UP (DUP) will launch its 35thseason
this August. In celebration of its 35th, season,
DUP will restage four plays relevant to every
Filipino. The upcoming season will open with
Francisco Baltazars Orosman at Zafira (August
11-29, 2010), directed by Dexter Santos.

Forget gay lingo or swardspeak. These days, a
new code of communication has the whole cyber
community confused and occupied. Jejenese, or the
jejemon language, has been under public scrutiny,
earning the wrath of grammarians and drawing even
an all-out war from Department of Education. The
alternate small letter-caps spelling has grown to
such a phenomenon that the word Jejemon itself is
nominated as word of the year by the academe.
In an era when networking sites can substitute
for face-to-face interaction and forum, the Jejemon
has joined the ranks of the jologs, the bakya, and
the low-life which the middle-class has bestowed

inferior status. The crusade against the Jejemons
continues, underscoring the class bias behind every
EoW p0wH and the perfect, seamless sentence.

From this unconventional style of texting, a sub-

culture has emerged. The jejemons are no longer
just anonymous texters or facebook users, they are
a group with a specific personality and identity. In
the online community, they are often described as
individuals wearing loose shirts, oversized caps or
imitations of branded clothing. They are considered
annoying people unworthy of a decent conversation,

mostly due to their disregard for grammar and
spelling. The closest image of a Jejemon that comes
to mind: the people loitering outside the concert
grounds every UP fair, the Jumping Jologs who once
attempted to barge into the event by tearing down
the fences.
This identity, however, was not created by the

Jejemons themselves. The definition of the Urban
Dictionary for Jejemons attests that the Jejemon
identity was formulated by people who do not use,
and probably despise, Jejenese. Jejemons were
described by the site as individuals with low
IQ and spread idiocy on the web. In this

manner, people who communicate in
Jejenese are subjected to an outside gaze
that dictates their identity, similar to

how the Westerners exoticized the
people living in their colonies.
