During the 28 years period, installed capacity of national electricity system increased only 19.500 MW, from 500 MW in 1969 to 20.000 MW in 1997, but since 1997 until 2005 practically there was not any significant additional installed capacity. Up to this time, Java-Bali electricity system still have adequate installed capacity, so there was not any significant turn off (black out), but other regions did not as fortunate, turn off occurred in a very intense duration and frequency. Until 2007, Electrification Ratio reached only 58%-60%, while the population growth and electricity demand is increasing from year to year.

In securing Indonesia from electric power crisis, since 2006 the government has started their strategic steps, among other is issuing the policy of Crash Program in the development of 10.000 MW Coal Power plant (PLTU) until 2009, and the development program of Coal PLTU with the capacity of 35.000 MW which is planned in phases until 2015. Consecutively with the diversification policy of primary energy of power plant from oil fuel to coal, in order to reduce the dependency to oil fuel and to fulfill the national power consumption, which is predicted to grow about 6,6% - 7% per year.

The result of the recent national electricity crisis, Jakarta was threaten to suffered from power turn off, as the inaccuracy of investment in power plant in the past. When the oil was booming in Indonesia, the government chooses to build oil fuel power plant, by developing Diesel power plant (PLTD). Up to now, it is shown from the total capacity of power plant in Indonesia in 2007 of 29.083 MW, 23,7% of the energy supplied from oil fuel power plant.

As the high price of oil fuel at this time, the operational cost of PLN oil fuel power plant increases significantly, it reached about Rp 56 trillion in 2007 or 42% of total PLN operational cost, which 41% or about 8.900 MW from the total installed capacity of PLN power plant is still using oil fuel. Recently, Indonesia is the largest oil importer in Asia, while the production capacity of the national refinery is able to produce only two third of the domestic oil fuel needs. On the other hand, PLN also faced the uncertainty in acquiring the gas and coal supplies, so they have to increase the use of oil fuel for their power plant.

Currently, the capacity of PLN power plant is not equal with the increase of electric power demand, especially to supply the industrial sectors. Therefore, the Government and PLN consistently persists the financing of Crash Program, to finance the development of 10 PLTU in Java and 25 PLTU outside Java which reached the total investment value of Rp 76 trillion, and targeted to operate during 2009–2011. In February 2008, PLN will carry out some options through auction and bonds financing mechanism.

Even as an effort of conserving energy, in 2008 the government plans to distribute energy saving lamps for free to about 29,6 million customers of PLN. Through this program, it is expected that the household power consumption can be force down, and the electricity subsidy can be reduced, because in 2007 the electricity subsidy of PLN has increased about Rp 13 trillion, as the global oil price boost to about US$ 100 per barrel.
