Demonstrable knowledge of various computer aided design and drafting packagesappropriate in a developing country, including Civil 3 D and AutoCAD;v.
Excellent knowledge of relevant design standards and legislation applicable to theregion and a general appreciation of Specifications and Conditions of Contract;vi.
Commitment and demonstrated capacity to undertake activities in a participative,culturally sensitive and consultative manner, ensuring counter-parts activelyparticipate and develop understanding and ownership;vii.

Competence with a range of computer software programs, including word, excel andpower-point.
Scope Of Work
Survey conditions of candidate roads, including geometric features, type and conditionof drainage structures, pavement strength, and other major features; determineresidual life; and categorize the roads into homogeneous sections.
Assess cross-drainage requirements and proposed new structures (bridges, culverts, andcauseways as appropriate) or improvements to structurally unsound structures.
Prepare practical and cost-effective geometric (horizontal, vertical, intersection, etc.)and pavement designs
Determine the most cost-effective improvement option for each project road section.Where new pavements are to be provided, they will be designed, using aninternationally recognized procedure, for a 10-year life.
Prepare out lines designs for roads based on the typical pavement sections, applyingsound engineering practice.
Prepare engineering technical specifications for each work item, taking into accountrelevant specifications in use in the country and elsewhere for similar works.
Based on Outline Engineering Designs of road, pavement, and drainage facilities, andbills of quantities, calculate Engineering costs estimates to a reasonable accuracy (10%)for civil works broken down into foreign (direct and indirect) and local components aswell as taxes and custom duties.
