LOAN-2626 SRI: CONFLICT-AFFECTED REGION EMERGENCY PROJECTIMPROVING PROVINCIAL, MUNICIPAL COUNCIL ROADS IN NORTHERN PROVINCEOUTLINE TERMS OF REFERENCEHIGHWAY DESIGN ENGINEER
1.
 
Introduction
The Democratic Socialist Republic of Sri Lanka has received a loan of US$150 million from theAsian Development Bank (ADB) to rebuild the NP, affected by armed conflict, to restore thenormalcy in the area and to accelerate the development activities. One component of this loanis to re-establish the connectivity in the NP and bordering villages to NP. This component willrehabilitate (i) 100 km of provincial roads in Kilinochchi, Mannar, Mullaitivu and Vavuniyadistricts, and (ii) 100 km of municipal and urban council roads in Northern Province andpradeshiya sabha roads (rural roads) in the bordering villages of North Central Province (NCP).The Executive Agency for the project is the Ministry of Economic Development and theImplementation Agencies are the Road Development Department of NP and the Provincial RoadDevelopment Department of NCP.

The Objective of the Consultancy
The Northern Provincial Council (NPC) the Project Implementation (PIU) will engage consultantsfor (i) & (ii) in preparation of Highway Design requirements for the provincial andmunicipal/urban council roads, consisting of rehabilitation, and repairing or replacing minorbridges and culverts. The Consultants will be permanently stationed in the NPC Project Office,Trincomalee. However, they will be required to visit the project area for requirements.

Essential Qualifications, Experience, Skills and/or Knowledge
a.
 
The Consultant shalli.
 
Tertiary engineering qualifications and eligibility for membership of Institution ofEngineers Sri Lanka (or equivalent);ii.
 
Corporate membership of IESL with 5 years in design including experience in “leveltwo” designsiii.
 
Excellent technical knowledge in the detailed design process and managing designteams;
 
iv.
 
Demonstrable knowledge of various computer aided design and drafting packagesappropriate in a developing country, including Civil 3 D and AutoCAD;v.
 
Excellent knowledge of relevant design standards and legislation applicable to theregion and a general appreciation of Specifications and Conditions of Contract;vi.
 
Commitment and demonstrated capacity to undertake activities in a participative,culturally sensitive and consultative manner, ensuring counter-parts activelyparticipate and develop understanding and ownership;vii.
 
Demonstrated capacity to work independently as well as contribute positively in a teamenvironment; andviii.
 
Competence with a range of computer software programs, including word, excel andpower-point.

Scope Of Work
 
Survey conditions of candidate roads, including geometric features, type and conditionof drainage structures, pavement strength, and other major features; determineresidual life; and categorize the roads into homogeneous sections.
 
Assess cross-drainage requirements and proposed new structures (bridges, culverts, andcauseways as appropriate) or improvements to structurally unsound structures.
 
Prepare practical and cost-effective geometric (horizontal, vertical, intersection, etc.)and pavement designs
 
Determine the most cost-effective improvement option for each project road section.Where new pavements are to be provided, they will be designed, using aninternationally recognized procedure, for a 10-year life.
 
Prepare out lines designs for roads based on the typical pavement sections, applyingsound engineering practice.
 
Prepare engineering technical specifications for each work item, taking into accountrelevant specifications in use in the country and elsewhere for similar works.
 
Based on Outline Engineering Designs of road, pavement, and drainage facilities, andbills of quantities, calculate Engineering costs estimates to a reasonable accuracy (10%)for civil works broken down into foreign (direct and indirect) and local components aswell as taxes and custom duties.
 
 
Prepare Engineering project implementation schedules showing anticipated progress ofworks and expenditures for each contract package.
 
Prepare engineering drawings, including typical cross-sections, structure plans, andother requirements.
5.
 
Reporting Procedure
The Consultant shall be responsible to the Provincial Director, PRDD (NP) and shall work withthe Chief and Executive Engineers of each District.Within 2 weeks of commencement and completion the consultant shall submit an inceptionreport and completion report respectively.
6.
 
Logistic Arrangement
The consultant shall be provided with logistical facilities such as field assistants, survey teams,stationeries, and access to computers, printing etc. The project will provide officeaccommodation and transport to the consultant based on his request and requirement forofficial purposes.
7.
 
Payment
Shall quote expected salary with break-downs as given below:
