2 About This Document
2.1 The Objective of this Specification
The Stage 1 License Plate Based Reciprocity Network (the “Reciprocity Network”) is a toolintended to facilitate each participating Toll Operator in accurately identifying the Last KnownPayer for a particular license plate. This specification was created to control the design,development, operation, and maintenance of the Reciprocity Network.It is anticipated that this specification will be openly distributed. As a result, certain technicaldetails (e.g. IP addresses, port numbering, encryption keys) will be described and controlled byseparate documentation to be developed by Toll Operators’ system administrators that will beprotected by appropriate non-disclosure agreements.It is anticipated that there will be follow-on specifications/versions describing follow-on stagesof the license plate based reciprocity network however the contents and goals of those stagesare not yet defined. Follow-on specifications/versions proposed so far would:

Transition the network from ASCII flat files to XML
•
Enable network members to charge/bill for providing certain types of data
2.2 Definitions
AAMVA
– America Association of Motor Vehicle Administrators
AET –
All Electronic Tolling is an approach where no cash is collected at the tolling point of atoll road, bridge, or tunnel. All toll collection is conducted by identifying a vehicle and thenassociating it with a payment account, a billing address, or payment from a remote location.

DMV –
(Acronym for) a Department of Motor Vehicles as defined by the Uniform VehicleCode. A Division of Motor Vehicles, a Bureau of Motor Vehicles, a Motor Vehicle Division, aVehicle Services Department, a Motor Vehicle Commission, a Driver and Motor VehiclesServices Division and any other government entity performing similar functions is alsoconsidered a DMV for purposes of this specification.
DMZ –

DVD
– The AAMVA’s Driver and Vehicle Data Online Access (DVD) specification enablingthird party service providers to electronically access a jurisdiction's driver and vehicle records
