1802—promoting sound waste management by requiring all department stores to utilizereusable environment-friendly shopping bags (Provincial Resolution No. 136-2009); recognizingthe contributions of Rotary International to the People of Ilocos Norte (Provincial Resolution No.144-2010); and, reminding business establishments to grant 20% discount in favor of personswith disabilities (Provincial Resolution No. 145-2010);I enclose a list of my legislative accomplishments for year 2009-2010 (Annex “A”) for your perusal and review.
PROGRAMS
Second, from July 2009 to June 2010, with the help of various government agencies and theprivate sector, we were able to organize a number of activities, which I hope benefited our constituents. They are:
A. Inmate Skills Training and Livelihood Program
– In cooperation with the
Ilocos NorteProvincial Jail (INPJ)
, gave a welding machine to male inmates, who in turn fabricated trashbins, which were placed in tourist spots around the province; bike racks, which were placed inschools; and benches, which were donated to the Sangguniang Kabataan of Pasuquin.
B. Additional Saguip Maestra Teachers
– Sponsored additional teachers to teach in publicelementary schools not covered by the Saguip Maestra Program. Beneficiaries of this programinclude Carusikis Elementary School in
Pasuquin
and Gubang Elementary School in
Vintar
.
C. Elem. School Student Feeding Program
– Sponsored a four (4) month (July-August 2009and December 2009-January 2010) feeding program for elementary school students in
Carasi
.
D. Softball Development Program
– In cooperation with the
Amateur Softball Association of the Philippines (ASAPHIL)
, the
Ilocos Norte Sports Development Council (INSDC)
and the
Department of Education (DepEd)
, we organized a follow-up sports clinic for softball players anda seminar for coaches and umpires. The 3-day event, held on 13-15 January 2010 at MarcosStadium, was participated by over 100 coaches and close to 50 players.Donated softball equipment to the Ilocos Norte College of Arts and Trade (INCAT) and the
Vintar
DepEd District Office.
E. MMSU Ride-a-Bike Project
– In cooperation with the
Mariano Marcos State University (MMSU)
, we promoted the use of the bicycle as an alternative means of transportation incampus by giving five (5) bikes to each of the following colleges: College of Arts and Sciences;College of Business, Economics and Accountancy; College of Aquatic Science and AppliedTechnology; and College of Health Sciences.
F. Other Youth Development Programs
– Together with
MMSU’s ABES
, organized a
DebateSeminar
for high school and college students in October 2009, followed by the holding of the

st
Ilocos Norte Debate Cup
last February 2010 in Northern Christian College and RobinsonsIlocos Norte. The debate team from DWCL won the competition.Last November 2009, I invited
Youth Advocating Leadership, Empowerment, Advancement and Development (U-LEAD)
to conduct the
Ilocos Norte Youth Leadership Camp
, which wasattended by more than 100 student leaders.
G. On-Campus Voter Registration
– In cooperation with the
Commission on Elections(COMELEC)
and
Youth Vote Philippines
, we organized on campus voter registration for collegestudents. Held one in
Northwestern University (NWU)
last August 2009, and another in
Divine Word College of Laoag (DWCL)
last October 2009. More than 500 students, facultyand staff benefited from this project.
