Mr Membe said Tanzania which was a One UN programme pilot country

excelled in the implementation of the programme and that it was the
first state to submit its recommendations on the Common and Coordinated Country Programme.

He told the august House that the recommendations which entailed the country's experience in the implementation of
the programme were presented to the UNDP, UNICEF, UNFPA and WFP Executive Boards that met in New York last
January and were welcomed by almost all members of the boards.

Meanwhile, the minister said the process towards the introduction of dual citizenship for holders of Tanzanian passports
had reached an advanced stage and that a bill to that effect was being prepared by relevant authorities.

Mr Membe said the government was seriously working on the matter which, considering global trends, was now
unavoidable.
He said efforts were also going on to encourage Tanzanians living abroad to contribute extensively to the country's socio-
economic development.

Debating the budget speech, a number of MPs said introduction of dual citizenship was long overdue and called on the
government to speed up the process.
