It gives me immense pleasure to welcome you to the XIX Commonwealth Games 2010 Delhi and to
thank you for being our partner in spreading the beautiful message of Olympic sport and in fostering
goodwill among the nations and territories of the Commonwealth.

Over the next few days, the best athletes from the nations and territories of the Commonwealth will
showcase their talent and competitive skills in 17 disciplines in venues that have been designed to
bring out the best in them. You will see the pursuit of excellence and share the agony and ecstasy of
human endeavour.

At the Organising Committee Commonwealth Games 2010 Delhi, we realise the importance of the
media in spreading the gospel of Olympic and Commonwealth sport and we have done our best to
ensure that you will have facilities to ensure that you can comfortably report the Games.

This is the biggest Commonwealth Games to date and we believe we can make it the best ever with
athletes, officials, media, VIPs and spectators enjoying the best hospitality and security management.

PRESIDENT

On behalf of the Commonwealth Games Federation and the athletes of the Commonwealth I welcome
you all to Delhi and to the XIX Commonwealth Games.

The Commonwealth Games holds a unique place in the sporting world and represents the most visible
manifestation of the Commonwealth in action, in Delhi we will see approximately 6,500 athletes and
officials from 71 Nations and Territories competing across an exciting 17 sport programme between
October 3 – 14, 2010. Representing two billion people the athletes of the Commonwealth will enjoy a
unique experience in Delhi with its rich culture and heritage blended with first-class sporting facilities.
The Commonwealth Games brings together the many faiths, races, cultures and traditions from Africa,
the Americas, Asia, the Caribbean, Europe and Oceania uniting the Commonwealth through sport.

I welcome all members of the media to share in our celebrations as the Commonwealth’s most
populist nation hosts the Games, you undertake the important role of reporting the Games across the
Commonwealth. You will enjoy first-class facilities, witness memorable competitions, record world,
regional and national records and tell many a story of human endeavour both on and off the field of
play thus capturing and reported on the friendly Games into millions of homes across the
Commonwealth.

ORGANISING COMMITTEE, COMMONWEALTH GAMES 2010 DELHI
The Indian Olympic Committee (IOC) has delegated the responsibility for fulfilling the obligations of the
Host City Contract (under Protocol 2 of the Contract, in accordance with Article 27 C of the
Constitution, with the approval of the Commonwealth Games Federation (CGF) to the Organising
Committee (OC) Commonwealth Games 2010 Delhi. The OC CWG Delhi 2010 is thus empowered to
plan, manage and deliver XIX Commonwealth Games 2010 Delhi. It was formed on February 10, 2005,
as a registered society under the Societies Registration Act 1860 of India. The OC is a non-profit
autonomous body that works in collaboration with its partners to build a committed team and hence
deliver the best ever Commonwealth Games.

The OC CWG Delhi 2010 is located in


central Delhi at the iconic New Delhi
Municipal Council Building in Connaught
Place, New Delhi.

The office is spread over nine floors with a


capacity to accommodate a workforce of
over 1,200. The building is equipped with
an effective structural design, modern
technological facilities, accessibility from all
parts of Delhi, multi-level parking space and
a 24-hour power backup.

AT A GLANCE
The Delhi 2010 Commonwealth Games – the biggest cultural and sporting event ever held in India –
officially commences on Sunday, October 3, 2010, with the Opening Ceremony to be held at the
Jawaharlal Nehru Stadium. Around 6,000 athletes from 71 Nations and Territories – representing one
third of the world’s population – will compete in 17 sports over 12 days of ceremonies and
competition.

Press Operations is a critical functional area of the Organising Committee Commonwealth Games 2010
Delhi. It is responsible for providing all facilities and services to accredited press, media and
photographers to ensure the best possible coverage of the XIX Commonwealth Games 2010 Delhi. The
Press Operations FA D2010 will co-ordinate with all other relevant functions to ensure seamless service
delivery at the Main Press Centre (MPC) , the Venue Media Centres (VMCs) and the Media Hotels.

The key functions of Press Operations are:

Main Press Centre: Creating a central work place for the accredited press (print and photographers)
and non-rights holding broadcasters providing telecommunications, results and information, central
services and press conference rooms

Venue Media Centres: Providing press work areas at competition venues or serving a cluster of venues

Photo Service: Providing accredited still photographers with work area photo positions and
telecommunication requirement

Media Services: Facilitating accreditation, accommodation, transportation, catering and Media Rate
Card.

Games News Service: Providing editorial content for the Games Information System (GIS) including
accurate athlete biographies and past performance statistics, which provides real support time results
as well as news, background and information on the Games.

EVENTS FOR PARA-SPORTS ATHLETES

Delhi 2010 Commonwealth Games will feature an expanded programme from the 2002 and 2006
Commonwealth Games which successfully integrated Para-Sport events into the Games competition
schedule. The Delhi 2010 programme will comprise 15 events, across four sports – Swimming,
Athletics, Table Tennis and Powerlifting – with 15 gold medals being offered. All 15 Para-Sport events
will be fully integrated into the main Games competition schedule.

QUEEN’S BATON RELAY

The baton’s journey symbolizes the unity and shared ideals of the Commonwealth of Nations, and
enables communities beyond the Host City to share the celebrations of the Games. It also serves a
functional purpose in carrying Her Majesty Queen Elizabeth II’s ‘message to the athletes’ from
Buckingham Palace in London to the opening ceremony of the Games.

The Queen’s Baton Relay 2010 Delhi commenced from Buckingham Palace, London, on the
October 29, 2009. The baton travels through all other 70 Commonwealth nations – a
historic journey covering a distance of more than 170,000 kms in 240 days. On its
100 day national tour, the baton will visit the capital of each of India’s 28 states and
seven union territories, plus many other cities along the way, covering more than
20,000 kms. By the end of its journey, the baton will have traversed over 190,000
kms in 340 days, making the Queen’s Baton Relay 2010 Delhi one of the longest
relays in the history of the Commonwealth Games.

The baton will also have passed through thousands of hands, and travelled by
different modes of transport across land, air and sea. The relay will conclude after
the final baton bearer enters the Jawaharlal Nehru Stadium during the Opening
Ceremony of the XIX Commonwealth Games on October 3, 2010 where Her Majesty’s
message will be removed from the baton and read aloud, officially opening the
Games.

Queen’s Baton 2010 Delhi

The Queen’s Baton 2010 Delhi was unveiled at a spectacular cultural show held at India Gate in New
Delhi on March 8, 2009. The Queen’s Baton 2010 Delhi is a combination of handcrafted excellence and
precision engineering; it’s a true symbol of India, a blend of its ancient roots and present vibrant,
modern identity. It is also representative of India’s diversity – the baton’s colour scheme showcases
‘soils’ from every corner of the country, a rich palette ranging from white sands to yellow clay, deep
reds to dark browns and an array of other hues.

The shape and design of the baton has been created using a
triangular section of aluminium which is twisted in the form of
a helix and coated with soil in a graduating pattern. The
interweaving of coloured soils, including white sands, deep
reds, warm yellows, dark browns and an array of other hues
creates a very distinctive design, form and texture never before
seen in the styling of a Queen’s Baton. The very essence of
India with its diversity and unrelenting endeavour towards a
harmonious and progressive nation has shaped the inspiration
of the baton.

The Queen’s message has been symbolically engraved onto a miniature 18 carat gold leaf,
representative of the ancient Indian ‘pathras’. The gold leaf inscription reflects the essence and the
richness of culture in ancient India. Modern laser technology known as micro calligraphy has been used
for the first time to reproduce the Queen’s message in this style. The Queen’s Baton 2010 Delhi stands
at 664 millimetres high and is 34 millimetres wide at the base, and 86 millimetres wide at the top and
weighs a mere 1,900 grams.

The baton’s ergonomic contours allow for convenient holding and good balance. The Queen’s Baton
2010 Delhi technology features include:

The ability to capture images and sound as it travels throughout all nations of the
Commonwealth;
The latest global positioning system (GPS) technology through which the exact location of the
baton can be tracked on the XIX Commonwealth Games 2010 Delhi website;
Embedded light emitting diodes (LEDs) which will change into the colours of a country’s flag
whilst in that country
Text messaging capability so that anyone anywhere can send their messages of congratulations
and encouragement to the baton bearers throughout the Queen’s Baton Relay 2010 Delhi. The
Queen’s Baton 2010 Delhi is created using processes and technologies existing in India by Foley
Design in partnership with Titan Industries and a technology consortium led by Bharat
Electronics Limited.

Tradition

The Queen’s Baton Relay is one of the great traditions of the Commonwealth Games, having been the
curtain-raiser to every Games since Cardiff in 1958. The relay symbolises the gathering of people from
across the Commonwealth at the four-yearly festival of sport and culture.

The relay traditionally begins with a commencement ceremony at Buckingham Palace, London, which
coincides with the city’s Commonwealth Day festivities. There Her Majesty Queen Elizabeth II entrusts
the baton containing Her ‘message to the athletes’ to the first honourary relay runner.

The relay concludes at the Opening Ceremony as the final relay runner hands the baton back to Her
Majesty, or Her representative, and the message is read aloud. At that moment the relay ends and the
Games begin.

Over the years the Queen’s Baton Relay has evolved into a powerful symbol of the unity and diversity
of the Commonwealth of Nations. With each Games the tradition grows in scale and significance –
including more nations, involving more participants and generating more excitement than ever before.

The Kuala Lumpur 1998 Queen’s Baton Relay was the first to deliver the relay to other nations of the
Commonwealth, besides England and the host country. The Manchester 2002 Queen’s Jubilee Baton
travelled more than 100,000 kms in 87 days, and visited 23 Commonwealth nations.

The Melbourne 2006 Queen’s Baton travelled an epic journey of more than 180,000 kms in a year and
a day, and visited all 71 nations of the Commonwealth. The Melbourne 2006 Queen’s Baton Relay was
the world`s longest, most inclusive relay. No other Games relay has visited all member nations.

VOLUNTEERS PROGRAMME – DELHI UNITED
Delhi United, the OC CWG Delhi 2010’s Volunteer
Programme, is aimed at encouraging every citizen –
regardless of age, creed or occupation – to engage with and
participate in making the Games a success. The innovative
programme is expected to leave behind an invaluable legacy
of trained- both technical and non-technical volunteers. Delhi
United will give the volunteers an opportunity to make their
nation proud by showcasing Indian hospitality and ethos,
enhance their interest in sports knowledge, work with an
international team of experts, and build lasting friendships
with people from across the world.

The XIX Commonwealth Games 2010 Delhi will rely for its
success on the support of 30,000 volunteers. They in true spirit of the Games will come forward
selflessly to contribute towards a truly spectacular event guaranteeing unforgettable memories for our
guests! The volunteers will forge lasting friendships and gain invaluable experiences. Without
volunteers, the XIX Commonwealth Games 2010 Delhi would be impossible.

The Programme is responsible for the recruitment, screening, selection, assignment, engagement and
retention of all volunteers to be engaged by Delhi 2010 prior to, during and post Games. Delhi United
also pays an important role in promoting and reinforcing the OC CWG 2010 Delhi’s core culture.

Delhi United Logo Story

Emanating from the spirit of joy and togetherness, the Delhi United logo symbolises unity and
optimism. It captures the essence of the “wheel of life” which defines confidence and aspirations to
attain excellence. The values of honesty, brotherhood and team work, also the core of the programme,
are explicitly brought out through the elements used in the logo. The colours have been meticulously
selected and truly describe the philosophy of Delhi United. Red signifies energy, enthusiasm and
passion. Yellow stands for optimism, enlightenment, and happiness. Shades of golden yellow carry the
promise of a positive future. White projects purity, cleanliness, and neutrality.

The Volunteer’s Journey

A volunteer’s journey is quite adventurous – a mix of excitement, satisfaction, and social recognition. It
starts with the will to help and leads to inspiring and motivating many others. At D2010, the journey is
no less exhilarating: it starts with a simple application and leads to you becoming a part of India’s
sporting history and an unparalleled legacy

The Role of a Volunteer

The volunteers associated with Delhi 2010 will be grouped into three categories based on the location
of their accommodation during the Games, as well as their availability, skills and experience. Where
possible, their preference will also be considered.

Generalist volunteers who will not require special skills or aptitude. They will need outstanding
dedication, and a commitment on time and availability. They will be working across the
majority of Functional Areas such as Accommodation, Transport, Accreditation and
Communication.
Specialised volunteers who will have specialist knowledge, skills or qualifications in fields such
as Medical, Technology, Language and Hospitality/Protocol in addition to commitment and
availability.
Targeted volunteers will primarily constitute the sport volunteers who will be nominated by the
national sports bodies along with the Sports Authority of India and security volunteers sourced
from the National Cadet Corps (NCC) and the National Service Scheme (NSS).

GREEN GAMES
OC CWG D2010 has set for itself a Green Games Vision and
Mandate. The Green Games Vision is “Strive towards reducing
carbon footprints and become the benchmark for the multi
disciplinary games in the future.” The key mandate is of ‘Ecological
Consciousness’. The following initiatives are being undertaken by
the Organising Committee for making Delhi 2010 the “Green
Games”:

OC CWG Delhi 2010 has signed a MoU with United Nations


Environmental Programme to advice and assist in the
delivery of the Green Games Mandate

OC CWG Delhi 2010 has appointed the consortium of Infrastructure Leasing & Financial Services
(IL& FS), IL & FS Ecosmart and Globally Managed Services as consultants for Sustainability and
Environment

The first city forest was launched on October 30, 2009, in association with the Department of
Environment, GNCTD, where 3000 saplings were planted

The OC CWG Delhi 2010 has also released a Ecological Code which encapsulate the Green
Games Mandates along the key environmental verticals of land, energy, water, waste, air,
carbon and sensitisation and outlines high level tangible targets along these verticals to as to
establish a consumption and carbon neutral Commonwealth Games D2010

At the venues – the key focus is on ensuring that these are sustainable infrastructures through
incorporation of
Bio diverse landscaping enhancing the green cover
Environment friendly initiatives like use of fly-ash bricks, certified woods, use of Paints with
low Volatile Organic Compound (VOC), use of low U value and water intensive materials
Energy Conservation initiatives like energy efficient fittings like CFL, LED, TL5 etc, VFD
installed in all HAVC motors and chillier units and building designed to minimise solar gain
and maximise natural light
Water conservation initiatives like use of water efficient fixtures and fittings dual flush
system, use of sensor based urinals
Use of solar water heaters and solar based external lighting system
Rain water harvesting and ground water recharge system installed at most of the
competition venues
Waste water treatment and reuse for irrigation, horticulture and flushing purpose

At the Games Village - the following measures are proposed to be implemented
Minimum hard landscaping to allow percolation of water
Strategic landscaping is done with dust, gaseous pollution absorbing and carbon sequestering
species
Use of fly-ash bricks during the construction
Extensive use of efficient lighting CFLs, LEDs and TL5 fittings
VRF system of AC
Use of double glazed windows to reduce load on air conditioning
Use of solar water heaters and solar based external lightings
Low flow fixtures to reduce water consumption
Treatment of waste water at dedicated STP
Rain water to be collected in pond and directed to dug wells
Sulphur-less diesel for generators
Barriers along the railway line as well as over flyover on NH 24 to reduce noise pollution
Eco procurement – the OC has developed policies for ensuring adherence to green
procurement policies like Energy Star rated products , ISO 14001 series certified manufacturers
and minimisation of waste from packaging

1. Green Ceremonies – The XIX Commonwealth Games 2010 Delhi will host a number of events
which will contribute to large scale carbon footprint. Key mitigation strategies like green
signage, are planned to reduce the ecological footprints.
2. Green Hospitality: It will include strategic recommendations to increase the sustainability
through use of eco alternatives, global best practices for the following services:
a. Hospitality services
b. Accommodation services
c. Food and beverages service

Greening and Offset –The OC CWG Delhi 2010 is undertaking extensive plantation drive to increase
the green cover. It has planned to enhance biodiversity by planting about two million tree saplings
and by placing five million potted plants across the city
Sustainability initiatives including use of clean fuel for captive power generation and
transportation will significantly reduce the carbon footprint of the Games

General Assembly that was held in New Delhi in October 2009, a carbon Neutrality kiosk was
set up at the One stop Shop to sensitise delegates on green measures and offsetting their
carbon emissions.

The OC CWG also made it presence felt during the 9th Annual Eco- club Meet where various
Sensitisation activities were conducted involving School student from 2000 Eco–School of Delhi.

Delhi 2010 Green Sensitisation Initiatives

Under the Green Games initiatives OC CWG Delhi 2010 will conduct various programmes to reach out
to as many people as possible with the objective of spreading awareness. Given below are the key
initiatives undertaken:

1. Anti-litter campaign:
A series of competitions have been planned with schools students to enhance awareness on
basic civic sense and make them the torch bearers of change. This campaign will be supported
by other public service campaigns

2. Energy conservation programmes:


Workshops with schools, residential welfare associations and OC CWG workforce to promote
energy conservation and labelling to be conducted in conjunction with the Bureau of Energy
Efficiency

3. Sustainable transport day:


A series of demonstration rallies and exhibitions will be conducted aimed at promoting the use
of sustainable modes of public transport and clean fuel based vehicles

4. World water day celebrations


A series of activities aimed at raising awareness on critical water related issues such as
conservation, waste water recycling and quality to commemorate World Water Day 2010. Key
activities include awareness play, documentary screening etc

5. Eco–compliant workshop for OC Workforce


The objective of the Eco Lifestyle programme is to sensitize members of the OC CWG Delhi
2010on environment friendly sustainable ways of working. Regular workshops are organised to
spread awareness on how individuals can change their lifestyle to make a big difference to the
environment

During the Games the following initiative will be taken:

1. Carbon Neutrality Kiosks would be set up at the following Venues:


o Thyagraj Stadium
o Indra Gandhi Stadium
o Sirifort Sports Complex
o Games Village
o Major Dhyan Chand Stadium

The Carbon neutrality Kiosk would provide a platform to the spectator to measure the carbon
emission and to offset the equivalent amount of the same by encouraging Clean Development
Mechanism projects. The kiosks will also run environmental awareness campaigns.

COMMONWEALTH BUSINESS CLUB INDIA

The Commonwealth Business Club India (CBCI) is a strategic partnership between the Organising
Committee Commonwealth Games Delhi 2010 and the Federation of Indian Chamber of Commerce
and Industry (FICCI). CBCI is directed to establish and achieve the aims of the parent organizations, and
to encourage and support the Indian Business Community’s involvement and the marketing and
promotion of Indian sports. It is to raise sports’ sponsorships and market India as the preferred
business partner and destination across the Commonwealth nations.

The CBCI is chaired by Suresh Kalmadi – member of Parliament, India and Chairman of the Organising
Committee Commonwealth Games 2010 Delhi. The CBCI will act as a platform to bring together
domestic and international apex business organizations and businesses during the run-up to the
Commonwealth Games 2010 Delhi. The CBCI also aims to draw high power offshore business
delegations to India during the Games and enable them to leverage the unfolding opportunity of
transacting business and enjoy the Games.

The launch of CBCI comes at an opportune time for the business communities within the
Commonwealth countries due to the positive economic impact of the Games. To site some recent
examples: The Commonwealth Games 2002 Manchester created an impact of nearly $ 3400 million
on the country’s GDP while the Commonwealth Games 2006 Melbourne created an impact of $ 1600
million on the GDP of Australia. It is estimated that the Commonwealth Games 2010 Delhi would
result in an overall economic impact on India over a period of 2008-2012 of approximately $ 4940
million - nearly three times that of Australia.

Furthermore, the Games are expected to create an enormous employment opportunity of close to
2.47 million jobs, which is much larger than Manchester and Melbourne. The social and environmental
impact of the Games are highly laudable as they encourage improved standards of education to
children, boost sports activities, create better quality of life and experience for citizens, increase
international recognition and create environmental consciousness among the community.

The CBCI was, for the first time, unveiled on October 29, 2009 at Royal Courts of Justice, London by
Hon’ble Minister of Youth Affairs & Sports, Government of India, Dr. M.S. Gill. This was followed by its
launch in Birmingham earlier this month during the reception of the Queen’s Baton Relay ( QBR ) Delhi
2010 in partnership with Birmingham City Council.

SHERA – THE MASCOT

Shera, mascot of the XIX Commonwealth Games 2010 Delhi, is the most
visible face of the XIX Commonwealth Games 2010 Delhi. His name comes
from the Hindi word Sher – meaning tiger. Shera truly represents the
modern Indian. He is an achiever with a positive attitude, a global citizen
but justifiably proud of his nation’s ancient heritage, a fierce competitor
but with integrity and honesty. Shera is also a ‘large-hearted gentleman’
who loves making friends and enthusing people to ‘come out and play’.

In Indian mythology, the tiger is associated with Goddess Durga, the


embodiment of Shakti (or female power) and vanquisher of evil. She rides
her powerful vehicle – the tiger – into combat, especially in her epic and
victorious battle against Mahishasur, a dreaded demon.

Shera embodies values that the nation is proud of power, charisma,


intelligence and grace. His athletic prowess, courage and speed on the
field are legendary. He is also a reminder of the fragile environment he
lives in and our responsibility towards the protection of his eco-system.

THE LOOK

The logo for the XIX Commonwealth Games 2010 Delhi is inspired by the
‘Chakra’, the national symbol of freedom, unity and power. Spiraling upwards,
it depicts the growth of India into a proud, vibrant nation. Her billion people
coming together to fulfill their true destinies. Indias journey from tradition to
modernity, her economic transformation into a super power reaching out to
the world and leading the way, even as she enthusiastically embraces all the
71 CGA nations and territories of the Commonwealth to become one and host
the best ever Commonwealth Games in Delhi.

Colour Palette:
The colour palette for Delhi 2010 look programme combines two of the distinctive colours of the Delhi
2010 emblem with the official colours of the Commonwealth Games.

Green: The colour that signifies life, energy and high spirits also represents the fact that Delhi 2010 will
be the first-ever Green Games. With a spring in your step, face every challenge and overcome hurdles
with radiance and gusto.

Purple: Combining the stable and calming aspects of blue with the mystical qualities of pink, this colour
satisfies the need for reassurance, while adding a hint of mystery and excitement.

Red, Yellow and Blue: Commonwealth Games colours, representing the ‘Trinity of Values’ that
symbolise the games; unifying humanity (red) giving all athletes a chance to realise their destiny
(yellow) and promoting equality (blue).

Pink: This colour has also been introduced to the palette adding an element of surprise and luxury to
the Games look programme. It plays to the crowd and truly reflects India in all its resplendent glory.

The logo tagline is in an invitation to every person across all divides – Indian and Commonwealth to let
go of themselves and participate in the Games to the best of their abilities, in the true spirit of the

Doordarshan (literally Tele-Vision) is the public television broadcaster of India and a division of Prasar
Bharati, a public service broadcaster nominated by the Government of India. It is one of the largest
broadcasting organizations in the world in terms of the infrastructure of studios and transmitters.
Recently, it has also started digital terrestrial transmitters.

TVNZ was established in 1980, through the merger of Television One and TV2 (formerly South Pacific

The South African Broadcasting Corporation (SABC) is the state-owned broadcaster in South Africa and
provides 18 radio stations (AM/FM)) as well as three television broadcasts to the general public. The
SABC was established by an Act of Parliament in 1936, taking over from the African Broadcasting
Company. The SABC established services in English and Afrikaans, with broadcasts in ethnic languages
such as Zulu, Xhosa, Sesotho and Tswana following later. SABC’s first commercial service, started in
1950, was known as Springbok Radio, broadcasting in English and Afrikaans.

Cyprus Broadcasting Corporation

The Cyprus Broadcasting Corporation (CyBC) is the public broadcaster of the Republic of Cyprus. CyBC
is a full member of the Geneva based European Broadcasting Union (EBU). It is also a member of the
Commonwealth Broadcasters Association (CBΑ), the Permanent Conference of Mediterranean

potential audience of about three billion people. It’s role is to help the development of broadcasting in
the Asia-Pacific region and to promote the collective interests of its members. The ABU covers an area
stretching from Turkey in the west to Samoa in the east, and from Russia in the north to New Zealand
in the south. Its secretariat is located in Kuala Lumpur, Malaysia. One of ABU's activities is Asiavision, a
daily exchange of news by satellite among television stations in 17 countries in Asia. The ABU also
negotiates coverage rights to major sports events for its members collectively, and carries out a wide
range of activities in the programme and technical areas.

Broadcasting Organisation of Nigeria

The Broadcasting Organisations of Nigeria (BON), which is the umbrella organisation for about 200
public and privately owned radio and television stations in Nigeria, was formed in 1973. It serves as an
organ through which television and radio would speak with one voice and used as a rallying point for
coverage of major national and international events. It is a meeting point for all radio and television
stations including cable and satellite operations in Nigeria and to encourage and sustain greater co-
operation and collaboration among the broadcasting organizations. The organisation is funded with
annual subscriptions from member stations as well as donations from governments and other
organizations. Funds are equally raised from organizing workshops and seminars.

BON will broadcast the Delhi 2010 Commonwealth Games in the federal republic of Nigeria.

Namibian Broadcasting Corporation

The NBC is the public broadcaster of Namibia. It was established in 1990, replacing the South West
African Broadcasting Corporation. The NBC operates eight radio stations that broadcast for 10 hours
per day in English, Afrikaans, German and some local languages. The NBC operates a single television
channel, primarily in English, but with some programming in German and indigenous languages. It had
a monopoly on free-to-air television in Namibia until 2008, when One Africa Television, a new privately
owned television station was launched.

The NBC will broadcast the Delhi 2010 Commonwealth Games in the Republic of Namibia.

The SBC is the national public broadcaster of the Seychelles. The corporation was formed on May 1,
1992 from the former state broadcaster Radio Television Seychelles (RTS). SBC is funded from public
funds and advertising. SBC operates a television network, and an AM radio station. These broadcast
programmes in the three national languages English, French and Creole. Additionally, SBC also
operates Paradise FM, a 24 hour music radio station.

KEY STAKEHOLDERS
Commonwealth Games Federation
The CGF, headquartered in London, is the organisation that is
responsible for the direction and control of the Commonwealth
Games. The CGF is the supreme authority in all matters concerning the
Commonwealth Games. In effect, the CGF “owns” the Commonwealth
Games in the same way as the International Olympic Committee
“owns” the Olympic Games. The governance of the CGF is through the
General Assembly and the Executive Board of the Federation. Ultimate
authority lies with the General Assembly of member countries and
territories, which meets once per year. The Executive Board consists of
the Officers of the CGF and a Regional Vice President from each of the
CGF six regions.

The Commonwealth Games is awarded to a Commonwealth Games Association (CGA) candidate city by
the CGF at its General Assembly. This city is chosen seven years in advance of the eventual hosting. The
CGF entrusts the CGA of the Host Country with the organisation of the Games.

Through the mechanisms of its Constitution, regulations, rules of conduct, Host City Contract, manuals
and knowledge management programmes, the CGF facilitates the preparation for and conduct of the
Games while fulfilling its mission of maintaining the integrity of the Commonwealth Games. It also
provides an interface between International Federations and CGAs and ensures their complete co-
operation during the Games

Indian Olympics Association


The requirement to fulfill multiple functional roles as well as
several support areas in the organisation and management of
an event of the stature of the XIX Commonwealth Games 2010
Delhi also includes several ministries, departments and
agencies of GoI and several local and municipal bodies of the
GNCTD within the purview of delivery partners.

The IOA is the apex sporting body in India, responsible for the
preparation and participation of competitors in the Olympic
Games as well as in events such as the Commonwealth Games
and the Asian Games. A separate federation at the national
level in each game/sport assists the IOA in preparation of sportsmen.

The IOA is the CGA in India and the signatory to the Host City Contract to conduct the Games in Delhi.
It is committed, in collaboration with National Sports Federations and GoI to prepare the best possible

team for the Games. It also plays an important role in the finalisation of the joint marketing
programme agreement (JMPA) of the Games.

Government of India (GoI)


GoI is the sovereign government of the host country that has supported the
Games since the initial bid stage. It is committed to ensure adequate funds
for the conduct of the Games to the OC CWG Delhi 2010 as well as for the
development of the required infrastructure to various agencies.

The agencies of GoI that are specifically committed to the delivery of the
Games are:

Ministry of Home Affairs for the conduct contingency management


and planning; and for the planning and enforcement of security
measures in accordance with Games Statement of Securities
Principles (GSSP);

Ministry of External Affairs for assistance in processing Gratis Visa and work permits;

Ministry of Youth Affairs and Sports to organise the Games in accordance with the constitution,
protocols and regulations of the CGF; and to provide timely funds for the Games infrastructure
and operations;

Ministry of Commerce and Industry to provide space for MPC/IBC and warehousing through the
India Trade Promotion Organisation (ITPO); and

Sports Authority of India (SAI) to develop competitions and training venues as per the venue
briefs; provide the venue media centre at all competition venues and provide the Dope
Laboratory.

The GNCTD represents the host city. It is committed to ensure the delivery of the required Games

Full Payment

The OC CWG Delhi 2010 (including its GTO) does not accept any liability of whatever nature for the act,
omissions or default, whether negligent or otherwise, of third party suppliers such as airlines, coach
operators, shipping companies, hoteliers or other persons providing services in connection with your
accommodation package over which we have no direct control. We do not accept liability in contract
for any injury, damage, loss, delay, additional expenses incurred or inconvenience caused, directly or
indirectly, by force majeure or other events which are beyond our control, or which are not
preventable by reasonable diligence or our part including, but not limited to war, civil disturbance, fire,
floods, unusually severe weather conditions, acts of government or any other authorities, accidents to
or failure of equipment or machinery or industrial action. In the event of cancellation or change on
account of the above, the GTO will offer alternative arrangements if any are available or, if alternatives
are not available or are reasonably acceptable to you, it will refund the part of any money paid which
relates to the accommodation package or service that has been cancelled or changed. In particular, the
GTO will not be liable (subject to any statutory provisions having contrary effect) for any loss or
damaged sustained because of delays or inconvenience that might be experienced during your stay of

TRANSPORTATION
Accredited media can access the Media Transport Service (T4 Shuttle Bus Service) available for their to
and fro movement from Hotel/ Accommodation to Main Press Centre (MPC) at Pragati Maidan and
from MPC to all the competition venues. The frequency of the shuttle may vary according to the load
and schedule requirement.

All schedules relating to transport services that are running will be available Games Information
System. Media Timetable Handbooks will also be available from the Welcome Desk in the Main Press
Centre and Venue Media Centres. However, there is no provision for venue to venue Transport Service
for T4.

All T4 media services start and finish at a central transport hub, the Media Transport Mall, located at

PEL HIGH DEMAND TICKETS FOR THE MEDIA

While it is anticipated that Delhi 2010 will be able to meet media demand for access at most venues
and at the MPC, some sessions will experience a high level of demand due to a combination of capacity
and anticipated media interest. These sessions have been identified below. To control numbers at
venues and to ensure equity of access for all media, a policy requiring members of the media to be
ticketed at these sessions is necessary.

Tickets will only be issued to the media for high demand sessions known as PEL (Prime Event
Limitation) events which are:
- Opening Ceremony
- Closing Ceremony

Additional sessions may also be added when the need occurs. These will be communicated to the
media if required.

Tickets will be issued to written press, photographers and ENR

Tickets for high demand sessions need to be applied for in advance through the Delhi 2010 Press
Operations Functional area. Tickets will then be allocated by the Delhi 2010 Press Operations FA in
consultation with Delhi 2010 Communications FA, depending on a priority list that is generally based
on the readership of the agencies/publications.

After Press Operations FA receives the application form back from the media, Delhi 2010 Press
Operations FA and Delhi 2010 Ticketing will review the demand for each session and where necessary,
may decide to ticket additional sessions.

The Delhi 2010 Ticketing FA will print the appropriate tickets and provide them to Delhi 2010 Press
Operations at least two days prior to the session. All tickets will then be held by the Delhi 2010 Press
Operations FA in a secure area and only made available to the media a day before the particular day of
the tournament. Collection point will be located at the Main Press Centre.

To combat the problem of empty seats due to no shows, Delhi 2010 Press Operations FA will stress in
all correspondence that if the tickets are not collected before 4pm the day prior to the event at the
MPC will be distributed by the Venue Media Manager at the particular Venue Media Centre on a first
come first serve basis.

During non PEL sessions (i.e. all sessions not listed above), the media will only need their accreditation
to gain entry into the accredited media sections within the venue. Access into these areas will be
managed by Press Operations staff together with Security (i.e. access control monitors).

DESKTOP PAYPHONES
Desktop payphones are located at work stations within media and photo work areas for voice and data
communications. They have data ports for connection to equipment, ie modem.

Directions on how to operate the desktop payphones are located at the work spaces. Pre-paid Telstra
phone cards are available from vending machines located in the Main Press Centre and Venue Media
Centres or from the Media Services team at the Welcome Desk.

FAX SERVICES
Fax service is available in Main Press Centre and every Venue Media Centre and in the Business Centre
at the Main Press Centre. The fax service is free-of-charge in the Main Press Centre and Venue Media
Centre.

GAMES INFORMATION SYSTEM


Games Information System Terminals are located within media and photo work areas providing
accredited media with the latest competition results, biographies, news items and other Delhi 2010
Commonwealth Games related information.

INTERNET TERMINALS
Internet terminals are located within media and photo work areas providing media with access to the
internet and web-based email. This service is provided free-of-charge. Media will be responsible for
creating their own email account. In case media agencies require their private internet connectivity,
they can order the same via Media Rate Card.

Where media agencies intend to connect their own equipment to internet services, they must
ensure that they have full administrative rights to the equipments

For fixed-line internet services, a modem/router is required if it is not being provided by the
media agency

WIRELESS NETWORKS
Wi-Fi connectivity will be provided at Main Press Centre and Venue Media Centre for media
representatives using laptops at the Media and Photo Work Area.

MOBILE TELEPHONE
Mobile Services in India operates on a range of platforms, including: Global System for Mobile
(GSM) 900, GSM 1800, Code Division Multiple Access (CDMA) 800 and third generation (3G)
systems

Media agencies can make their arrangements with their communications carrier or service
provider before leaving their country to use their mobile phones in India under international
roaming agreements. However, it is recommended that overseas visitors, who are already in
possession of a compatible handset, purchase only a Mobile Service Package, from the Media
Rate Card, and on receipt of this service, forward their normal mobile numbers to the new
service number. By following this system, visitors will be able to receive calls on their own
number, but benefit from the local rates without incurring roaming charges

INDIAN ELECTRICAL INFORMATION


Power Supply

Power in India is supplied at 220 – 250 v/ac at 50 hz. The standard 5A power outlets available at Main
Press Centre and Venue Media Centre will be sufficient to connect most equipment. For any special
equipment, please refer to the particular product description.

Power Sockets

All electronic products listed in this document will have Indian three-pin plugs for connection to the
power outlet sockets. If you intend bringing any of your own equipment with you, you may need a plug
adaptor in order to make them compatible with the Indian regulation power outlet socket. Multi-plug
adaptors (as well as assorted extension cables and power bars) are available for purchase from the
Media Rate Card.

LOCKERS
Lockers for media use are available in the Main Press Centre and all Venue Media Centres. Locker keys
are available from the Welcome Desk on payment of certain cash deposit. The locker key deposit is
refundable on return of the key.

Any personal items or items of equipment left unattended, including in lockers, is entirely at the risk of
the owner. All media are strongly recommended to secure their equipment at all times to ensure its
safety.

PHOTOCOPY SERVICE
A free-of-charge service is provided at all Venue Media Centres and in the Business Centre at the Main
Press Centre.

MEDICAL
Media representatives requiring medical attention at a Games venue should contact the staff at the
Welcome Desk who will contact a member of spectator medical care for you.

A medical centre will be located at Hall 7A at Pragati Maidan, common for Main Press Centre and
International Broadcast Centre

RATE CARD
To collect confirmed Rate Card orders, a check-in and check-out procedure will operate at the Main
Press Centre and Venue Media Centres to ensure that all products and services are delivered as
ordered. Media are required to present identification when collecting Rate Card items and inspect the
order with a Rate Card Services Team representative.

On arrival at the Main Press Centre, media organisations which have ordered media facilities and
Private Office Space need to check-in with the Rate Card Services Team at the Welcome Desk. A limited
range of Games-time Rate Card items are also available from the Main Press Centre Welcome Desk.

Rate Card Services Teams will also operate at Venue Media Centres on days of operation.

SMOKING REGULATIONS
India follows very strict smoking regulations. Smoking is not permitted in any public office space,
airport or on public transport. Many restaurants and hotels do not permit smoking anywhere in their
dining areas.

Based on policy by Organising Committee, Commonwealth Games 2010 Delhi, all Commonwealth
Games competition venues are strictly non-smoking, except in designated outdoor spectator smoking
areas. Majority of hotels in India are also non-smoking but retain a small number of rooms available for
smokers.

INTRODUCTION
The Main Press Centre will be the nerve centre for accredited media covering the Delhi 2010
Commonwealth Games. It is located in the Indian Trade Promotion Organisation Complex, which is
situated in the heart of Delhi. The MPC is a 10 minute drive from the Jawaharlal Nehru Stadium. The
MPC encompasses almost 6,700 square metres, one of the largest exhibition halls in the ITPO Complex

MPC Operating Hours


The MPC is located in Hall number 12 and 12 A.

Media Transport Mall


A dedicated media transport service operates for all accredited media from the Media Transport Mall.
The Media Transport Mall is located at the west end of the venue adjacent to the Main Press Centre.
The transport service connects the Main Press Centre to all competition venues, selected non-
competition venues and official media hotels.

Representatives from the media transport service are located at the transport desk to assist media
with their transport enquiries. The media transport service schedule is available from the transport
desk or on Games information.

Public Transport
ITPO Complex is also easily accessible by public transport. The Pragati Maidan metro station is a 10
minute walk, north of the venue via the service lane through Gate No. 10. City buses, autorickshaws
and taxis are available along Pragati Maidan Gate No. 7, which too is a 10 minute walk from MPC. All
accredited media can travel free of charge by showing their accreditation in Metros and DTC buses.

Media Entry
Entry for media in buses and cars is located at the west end of the Indian Trade Promotion
Organisation Complex, adjacent to the Media Transport Mall, through Gate No. 7. Pedestrian entry is
from Gate No. 10.

Rate Card Car Parking


The car park is located inside ITPO Complex. Access to the car park is via Gate 7. The vehicle must have
a Vehicle Access Parking Permit and the occupants must have a valid Games accreditation pass to
access the venue.

FACILITIES
Welcome Desk
The Welcome Desk has information about all media services being facilitated during Games time. Upon
arrival, all journalists and photographers should check-in at the welcome desk. This will be the
collection point for Games media kits, messages, general Games information and lost and found items.

Media organisations that have booked private office space should check-in with the rate card services
team located in the MPC. The rate card services team operates a check-in and check-out procedure to
ensure all products and services are delivered as ordered.

Help Desk
A Help Desk is conveniently located near the media and photo work area for general assistance and
enquiries. Keys for locker rentals are available from the Help Desk.

Media and Photo Work Area


The Media and Photo Work Area for journalists is central to all services and facilities in the heart of the
MPC. The area provides workstations for four hundred journalists and two hundred photographers.
Two hundred desktops for journalists and hundred desktops for photographers are provided with
broadband connectivity. Plasma screen displays the live host broadcast from the competition venues.

The work area is subdivided into clusters showing the different sports on specific television allowing
media to select a work station in the appropriate area to cover the reverent sport. Media and photo
work areas are equipped with photocopiers, printers and fax machines operated by the media Services
team. Photocopying is free of charge and faxing is a user-pay service.

The entire MPC Complex is Wi-Fi enabled and the log in through secure password made available by
the Welcome Desk as part of the Media Kit. The Media and Photo Work Area has designated areas for
print and photo journalists where workstations with direct internet access are provided. Work space is
also available for journalists to work with their own laptops. Dedicated Games Info Terminals are also
conveniently located in the work area.

Information & Communication Centre
The Information & Communication Centre is situated adjacent to the work area and manages Games-
time media enquiries and public relations activities. All editorial enquiries on Games-time news items,
requests for information or interviews should be directed here.
Guest Pass Office
Guest Pass applications for entry to the MPC must be submitted to the Guest Pass Office situated in
the Media Transport Mall. Applications for Guest Passes must be made at least 24 hours before the
Guest Pass is required. Approved Guest Pass applications will be confirmed by phone and applicants
will be advised of the collection process.

Private Office Space


Private office space is situated in the MPC. Media organisations can rent private office space. It is the
responsibility of the relevant media organisation to ensure its private office space is secure when not in
use. Details on renting Private Office Space will be available in the Media Rate Card. You can find out

Main Press Conference Room


The Main Press Conference Room is located to the right on entering from the main entrance foyer and
is across the MPC Retail Plaza. It has seating capacity of 300. The room is equipped with splitter boxes
and seats.All media conferences or briefings held in the Main Media Conference Room will be
announced.

MPC Briefing Room


It is a 100 seater room located next to MPC Retail Plaza for daily briefings. The room is equipped with
splitter boxes and seats and other press conference facilities.

One-on-One Interview Room


Two One-on-One Interview Rooms are located near the Main Press Conference Room and are available
for media to conduct one to one interviews. All requests for use of the interview rooms are through a
booking service facilitated by the Help Desk.

Live Video Feed Viewing Areas


The Live Video coverage of the sports events from various venues shall be available in small dedicated
TV Rooms for the media and schedule for the live coverage shall be available at Welcome Desk and
included in media kit.

Retail Plaza
The Retail Plaza is situated inside the MPC to the right of Main Entrance Foyer.

Tourism and Travel related information will be available through the Games Travel Office (GTO) located
immediately next to Welcome Desk.

Lockers

• The CGAs return Application Forms to Delhi 2010 by: 15 June 2010

• Register every potential member of your Media Delegation by 15 June 2010 in order to
avoid delays on arrival, using the online Accreditation Application Forms accessible to all
CGAs.
• Along with each application, a recent Colour Photograph (size 35mm x 45mm) of each
member of your delegation should be uploaded. Detailed information on the bulk
submission of photography is available in the Online Instructions Guide
• The file format should be ‘.jpg or .jpeg’.
• Each file should not exceed 50kb.

File the Applications for Accreditation using one of the following methods:

a. Individual Online Application Form: This method is advised for you if your delegation size is less
than 100 individuals. Just select the accreditation category and click “Add Single Application” button
to see and fill the online application for accreditation.

b. Bulk Upload Interface: Delhi 2010 is providing a bulk upload interface for organisations whose
delegation size exceeds 100 individuals. The organisations may collect and maintain the information
needed for “Application” for Accreditation” using any system of their choice. The information can
then be exported to the convenient and simple “.csv” format provided by Delhi 2010. The
resulting file can then be uploaded to the system in a single step.

3) Review

Please review the application forms from time to time and before submitting the forms. The system is
capable of producing reports that you may find helpful in the process. The links for the reports are provided
on the summary screen that greets you upon signing-in to the system.

4) Submit

When you are confident that all the application forms are correct and complete in all regards, you
may then submit the forms, which then reach Delhi 2010 electronically.

No changes can be made to the forms via the online system AFTER the final submission. Delhi 2010 has a
spare capacity of Online Application Forms to cover all eventualities.

The system will carry an extra allocation of registration numbers higher than projected quantities by
categories in case of requirement. (For example: if the projected figure of participants from a CGA is 100 the

Validation of Non Valid Pass

4a. Validation

Validation will be an electronic process, activating the Barcode combined with a physical security application of
the Holographic seal.

The NVP cannot act as an entry pass, giving access to the venues, until it has been properly validated.

4b. Validation and Accreditation Facility Locations

Validation of the NVP can be done at the Airport between Immigration Check and Baggage Collection, however
if an individual wants his/her NVP to be validated at their respective Accreditation centers then this can

NVP Lost or damaged before arrival in India

If an NVP holder loses or damages his/her card, before his/her arrival in India, he/she should report it to the
authorized representative of the CGA, who must then inform Delhi 2010 Accreditation Department in writing.

Lost or damaged cards will be cancelled in the electronic Accreditation System and will not be validated even if
recovered at a later stage.

If, for some reason, an applicant has not been assigned with an NVP upon arrival to India he/she needs to make
his/her own arrangements to enter the country Upon arrival to India, he/she should go to one of the
aforementioned locations (Step 4b) in order to be issued with a valid Accreditation Card

Lost or damaged Accreditation Card

The Accreditation Card is lost, stolen or destroyed, that participant must contact the Venue Accreditation
Help Office (VAHO) or the respective Accreditation Centre to fill out an application for loss of the
Accreditation Card.

If Approved, a Day Pass with the same access rights as the participant’s standard Accreditation Card will be
issued in accordance with the proper procedure for a Day Pass. This will serve as a temporary solution enabling
the applicant to carry out his/her responsibilities.

A written application must still be submitted with the signature of the applicant, the organisation’s official
representative, or the manager of D2010 functional Area applicants organization belongs to, so that a new card
can be issued.

The Accreditation FA will examine the application for issuing a new Accreditation Card, only after it
receives a fully completed application form.

If the application is satisfactory, a new Accreditation Card will be issued. This procedure will take place at the
Accreditation Centre. Accreditation Cards will only be re-issued at the Media Accreditation Centre where the
applicants must attend in person to collect the new card. Every accredited person must carry their Accreditation
card which must be visible at all times. Access to all Games venues will be controlled at the access control
points.

Also each Competition and Non Competition Venue has a Venue Accreditation Help Office (VAHO) to deal with
Lost or Damaged Accreditation Card Issues by issuing temporary day passes

Accreditation Process Timelines:

• The OC CWG Delhi 2010 issues User IDs, Passwords and User Instructions Guide to the
Press Operations FA for collection of Information from organizations/individuals.

• The Organisation/individuals return Application Forms to Delhi 2010 by: July 1, 2010
All media entries need to be submitted by Press Operations FA.

• Delhi 2010 processes data and makes final corrections: July 1, 2010- August 3, 2010

than 100 individuals. Just select the accreditation category and click “Add Single Application” button

d. Bulk Upload Interface: Delhi 2010 is providing a bulk upload interface for organisations whose
delegation size exceeds 100 individuals. The organisations may collect and maintain the information
needed for “Application” for Accreditation” using any system of their choice. The information can
then be exported to the convenient and simple “.csv” format provided by Delhi 2010. The
resulting file can then be uploaded to the system in a single step.

3) Review

Please review the application forms from time to time and before submitting the forms. The system is
capable of producing reports that you may find helpful in the process. The links for the reports are provided
on the summary screen that greets you upon signing-in to the system.

4) Submit

When you are confident that all the application forms are correct and complete in all regards, you
may then submit the forms, which then reach Delhi 2010 electronically.

No changes can be made to the forms via the online system AFTER the final submission. Delhi 2010 has a
spare capacity of Online Application Forms to cover all eventualities.

The system will carry an extra allocation of registration numbers higher than projected quantities by
categories in case of requirement. (For example: if the projected figure of participants from a CGA is 100 the
allocation of registration numbers would be 120 in order to cover all eventualities.)

The final selection will be made at the Delegation Registration Meetings (DRM) after which non
selected applicant’s form will have the status changed to “Not Able to Be Accredited”.

The S.P Mukherjee Aquatics Centre is owned by the Sports Authority of India (SAI). The venue is 12kms
away from the Games Village. The complex consists of one indoor competition pool, one Diving pool
and one warm-up pool and has a capacity of 5178. Dr. S.P. Mukherjee Aquatic Centre comprises of
three specific zones, field of play, front of house and back of house

GENERAL INFORMATION

Operating Hours
The Venue Media Centre opens on Monday, October 4, 2010, the day when competition begins and
commences, and closes on Thursday, October 13, 2010. On competition days, it will open two hours
prior to competition and close two hours post the competition.

Access to the Venue


The media load zone and the drop off point is on the service lane of the south of the stadium at the
Mother Teresa Road. Media T4 transport service will operate from the Main Press Centre Transport
Mall to the venue.

Public Transport
Nearest metro station from Dr. S.P.Mukherjee Aquatics Complex are Patel Chowk and R.K. Ashram
metro station, each 2.5 km away from the venue. DTC buses will be running between these metro
stations and the venue at a regular frequency. Apart from this, auto rickshaws will be available around

Operating Hours
The Venue Media Centre opens on Sunday, October 3, 2010, the day of Opening Ceremony, and closes
on Thursday, October 14, 2010. On competition days, it will open approximately two hours prior to
competition and close approximately two hours after competition has finished.

Access to the Venue


The Media load zone is located near the Gate at Bhishma Pitamah Marg. The media T4 transport
service will operate from the Main Press Centre Transport Mall to the venue.

Public Transport
Nearest metro station from Jawaharlal Nehru Stadium are Jungpura and J.L Nehru metro station, each
a 10-minute walk to the venue. Another closest station is Jorbagh metro station, 1.5 km away from the
venue. DTC buses will be running between Jorbagh and the venue at a regular frequency. Apart from
this, auto rickshaws will be available around the city. Public Transportation for accredited media
representative is free of charge in metro and DTC buses.

Media Work Area Facilities


The Nehru Stadium boasts of a fully equipped Venue Media Centre (VMC) for the press. It includes
facilities such as the Press Work Area, Photographer Work Area, Media lounge, results information,
photocopying/fax service and GNS. The Venue Media Manager is also located here. This is the biggest
venue media centre being set up for the Delhi 2010 Games.

The Media Load Zone and the drop off point is on the service lane on the Gate No. 2 of the stadium,
located on C - Hexagon Road. Media T4 transport service will operate form the Main Press Centre
Transport Mall to the venue.

Public Transport
Major Dhyan Chand Stadium is connected to many metro stations – Udyog Bhagwan and Mandi House,
each 2km away from the venue, Barakhamba Road and Pragati Maidan, each 2.5km away from the
venue and Central Secretariat which is 3km away from MDC. DTC buses will be running between each
of these metro stations and the venue at a regular frequency. Apart from this, auto rickshaws will be
available around the city. Public transportation via metro and DTC buses will be free of charge for the
accredited media.

Media entry to the venue is via Gate No.2 on the south-west side of the venue, approximately 100m

VENUE: Commonwealth Games Village

VENUE INFORMATION
The Commonwealth Games Village is an expression of the hospitality offered by the Host City to the
athletes and officials. It is home to about 8000 athletes and team officials. The prime location ensures
that the Games Village is easily accessible from all competition and training venues as well as from
MPC and IBC.

The Games Village is spread over an area of 63.5 hectare (158.4 acre). It has 14 blocks, 34 towers and
1,168 air-conditioned flats to comfortably accommodate 8,000 athletes and team officials. There will
be a number of accommodation types ranging from two to five bedroom units, each with en-suite
facilities which with only two occupants per room is the highest ratio of facilities provided for any
Games.

Additionally, the village will contain training areas for athletics (400m eight-lane synthetic track and
separate area for throwing events); swimming pool (50x25m), weightlifting; wrestling; fitness centre
and a leisure pool. Temporary structures will house the International Zone, village operation and
support areas.

PHOTO WORK AREAS

The Photo Work Area is located within the Venue Media Centre with separate Photo Work Rooms at all
the Venues. The Photo Work Room operating hours are the same as the Venue Media Centre.

Photo Work Rooms include an information Desk, Games Information System terminal and internet
terminals, vending machines and lockers. The Venue Photo Manager/Supervisor is located in the Photo
Work Room.

Photographers are strongly recommended to secure their equipment at all times to ensure its safety.
The Organising Committee Commonwealth Games 2010 Delhi bears no responsibility for the loss of
equipment due to theft or damage.

CAMERA REPAIR SERVICE


A professional camera repair service is located at the Main Press Centre, and offers technical support,
advice, service and repairs for photographic equipment.

Services offered include:


• Technical advice regarding professional SLR camera bodies and accessories
• Cleaning and checking of professional camera bodies, lenses and accessories
• Minor on-site repairs of professional camera bodies, lenses and accessories

PHOTOGRAPHERS’ OFF-SITE FACILITIES


A list of recommended photographic processing outlets in India and regional areas is available from the
Welcome Desk.

PHOTOGRAPHERS BRIEFINGS
A briefing will be held 75 minutes prior to the start of every competition session. The briefing will
communicate updates to photographers of any venue specific matters including competition or policy
and procedure changes, and the allocation of pool positions. Bibs for pool photographers will also be
distributed for that session. All photographers attending a competition session must attend this
briefing.

The briefing will be conducted by the Venue Photo Manager/Supervisor in the Photo Work Room,
where one is available, or in the Media Conference Room. Check with the Information Desk in the
Photo Work Room or Venue Media Centre for daily times and locations.

BIBS
Photographers may collect their Games bib on arrival at the Main Press Centre, which must be worn in
addition to their accreditation pass. Bibs are marked to indicate pool and non-pool photographers.
Games bibs must be worn on the outside of clothing and be visible at all times. Photographers are not
permitted to swap bibs at any time.
Pool photo bibs will be distributed at competition venues during photo briefings, at which time
photographers relinquish their Games bib in exchange for their pool photo bib for that session of
competition. The Venue Photo Manager/Supervisor manages access to all photo positions and issues
all pool photo bibs.

PHOTO POSITIONS
Photographers have access to various photo positions at competition venues to enable the best
possible coverage of the Games from designated vantage points. Refer to the Venues section for detail
on the location of photo positions.

Photographers have access to photo positions 45 minutes prior to the start of competition. No
photographers are allowed to enter the actual field of play.

Photographers are permitted to move around and temporarily work from unoccupied ticketed
spectator seats. They must:
• Not obstruct or disturb other spectators,
• Adhere to venue rules and regulations; and
• Vacate the seat if the ticket holder arrives.

POOL PHOTO POSITIONS


Access to pool positions is typically reserved for international news agencies and major daily media
organisations. However any photographers wishing to request access to a pool position should contact
the relevant Venue Photo Manager/Supervisor.

Pool positions are provided within venues according to the regulations of the International Federation
governing the sport. Pool photographers may work from non-pool photo positions, but non-pool
photographers cannot work from pool positions.

TICKETED SESSIONS
A ticket is required to access photo positions for competition sessions that have higher level of demand
for access. Tickets will be issued for the following areas:
• Photo positions
• Photo work areas

Access is restricted to photographers with a Games accreditation pass, a Games bib and a ticket. Refer
to the Accreditation Media Manual.

PHOTO EQUIPMENT GUIDELINES


All equipment used during a competition session must be removed before the next competition
session.

Flash Equipment
Flash equipment or strobes may not be used in a competition venue without the specific agreement of
the Venue Photo Manager/Supervisor and the Competition Manager. Flash may disrupt the vision
and/or concentration of the athlete while performing during competition.

Remote Cameras
Any photographer wishing to use a remote camera on or near the field of play needs approval from the
Venue Photo Manager/Supervisor (who will facilitate such usage), the competition manager and the
technical delegate.

Reserving of Photo Positions


No positions can be “reserved” in designated photo position zones.

Steps, Step Ladders and Benches


Steps or step ladders are not allowed in photo positions. Photographers are not permitted to stand on
benches designated as seat positions. Standing on benches is deemed unsafe and may block the line of
sight of others.

Tripods
Tripods cannot be used to designate or hold positions for photographers. Media are encouraged to use
portable monopods in all locations.

LIGHTING
Lighting levels at venues will be suitable for television broadcast and approved by the International
Federation. The levels will be 2200 lux in the direction of the main cameras.

PHOTOGRAPHERS’ DRESS CODE
As accredited photographers are often in public view they are asked to maintain an acceptable
standard of appearance. Photographers should not wear sleeveless shirts or singlets, cut-offs, gym or
running shorts. If tailored shorts are worn, socks with shoes are required. Accredited photographers
are not permitted to carry or wear any commercial, political, promotional, advertorial slogans,
trademarks, banners or logos on their equipment within the field of play, training venues or other
areas designated by the Organising Committee Commonwealth Games .

COMMERCIAL USE OF PHOTOGRAPHS


It is a condition of the accreditation process that photographers sign an undertaking stipulating that all
photographs taken in a venue will be used for editorial purposes only. In all other instances,
photographers must seek the express and prior written authorization of the Organising Committee,
Commonwealth Games 2010 Delhi.

PHOTOGRAPHERS’ CODE OF CONDUCT


Accredited Delhi 2010 Commonwealth Games photographers are required to comply with the
Photographers’ Code of Conduct as a condition of their accreditation. A form of consent has to be
signed upon the activation of their accreditation. In the event that any photographer breaches this
‘Code of Conduct’ the Delhi 2010 Commonwealth Games Organising Committee may suspend,
withdraw, revoke and/or cancel a photographer’s accreditation.

Obligations

• To enter a Delhi 2010 venue, photographers need a valid accreditation pass. In addition to the
accreditation pass, a bib is required to be worn when working in the competition venues,
including the seating bowl and field of play photo positions. The bibs must be worn on the
outside of clothing and must be clearly visible at all times. The bibs are specific and identified by
a number. All photographers will have a black bib, infield and/or pool photographers will be
equipped with a red bib by the respective photo manager.

• Photographs being taken on the competition and non- competition venues of the
Commonwealth Games 2010 Delhi on the occasion of the conduction of the Games are to be
used for editorial publications only and not for commercial or advertising purposes.

• Flash equipment or strobes may not be used in a competition venue without the specific
agreement of the Photo Manager/Photo Supervisor and the competition manager.

• Tripods cannot be used to designate or hold positions for photographers. Photographers are
encouraged to use portable monopods in all locations.

• Steps or step ladders are not allowed in photo positions and photographers are not permitted
to stand on benches designated as seat positions.

• Accredited photographers will be asked to respect a basic dress code which includes no
sleeveless shirts or singlet, cut-off, gym or running shorts. No slogans, banners, logos or brand
marks should be carried on the outfits of photographers at field of play photo positions.

• The use of remote cameras on or near the field of play will need the approval of the Venue
Photo Manager/Photo Supervisor (who will facilitate such usage), the Competition Manager
and the Technical Delegate. Radio frequencies have to be applied and paid for in advance.
Equipment has to be identified by a sticker.

• Photographers will be assigned specific areas within the seating bowl at each venue.
Photographers have to be clearly identified by their accreditation and their bibs.

With the approval of Venue Operations, Accreditation and Spectator Services, photographers
may be allowed to work from unoccupied spectator seats in other areas, provided they do not
obstruct or disturb other spectators or restrict their views and they adhere to venue rules and
regulations as well as to the Code of Conduct published on the Commonwealth Games 2010
Delhi-website.

In either case, photographers have to obey the directives of the Venue Photo
Managers/Supervisors, e. g. that photography is only allowed seating at certain photo position
and not standing up.

Photographers may be marshalled to these positions and monitored by the Venue Photo
Manager or his assistants.

Accreditation privileges will be removed from photographers causing obstructions to spectators


or anyway breaking the rules mentioned above.

• For access to an event with Prime Event Limitation (PEL), a ticket is required in conjunction with
the accreditation pass and bib. These tickets must be collected by the photographer at the
Main Press Centre until 4pm the day prior to the event. PEL-tickets not collected by this time
will be transferred to the respective venue and distributed to other photographers on first
come, first served policy.

• The Venue Photo Manager/Supervisor managers the access of photographers to the pool
positions. A briefing will take place prior to competition, where the venue specific details can
be discussed. Some pool positions are of an inherently dangerous nature therefore all
Photographers wishing to access these positions during the Commonwealth Games must sign a
form which outlines the terms and conditions of access. With his signature, the photographer
accepts the inherent risk of injury or death. A proof of personal accident insurance, either in
form of a writing in English language from the photographer’s employer or as a valid copy of
the insurance contract, is mandatory.

These insurance policies should include working on catwalks, gantries or lighting towers and
riding as a pillion passenger on a motorbike or the rear of a flatbed truck.

Certain venues require photographers to complete their venue specific training on harness use.
The Venue Photo Manager/Supervisor owns the right to deny access in case this training has
not been completed or a dedicated photo position is deemed unsafe due to high wind etc.

• Generally, photographers must remain behind TV cameras at all times. Photographers must
remain in the designated area during medal ceremonies and not obstruct the TV cameras.
Obstruction of TV cameras may result in the suspension, withdrawal, revocation and/or
cancellation of accreditation.

• To enter the International Zone of the Games Village, a Media Pass will be handed over in
exchange with a valid accreditation pass at the media work area of the Games Village. To
regulate access to the International Zone, the number of Media Passes is limited to 100 for
written press and 100 for broadcast. In case of interest exceeding these numbers, access can
only be given on rotational basis. Photographers have to apply for the Media Pass the day prior
to their visit.

INTRODUCTION

Delhi 2010 has granted (or intends to grant) organisations the exclusive right to broadcast the Delhi
2010 Commonwealth Games on television in specific territories world-wide. When exclusive rights to
broadcast the Commonwealth Games are granted in a particular territory, no other organisation may
broadcast sound or images of any Commonwealth Games Event in that territory, except as permitted
by the News Access Rules as set out below or as otherwise authorised by Delhi 2010.

These News Access Rules only apply to television broadcasting and do not apply to the broadcast or
transmission of Commonwealth Games Events via any other media, including, without limitation, radio,
internet and mobile telephony devices.

These News Access Rules are subject to national laws and regulations. In appropriate cases, Delhi 2010
may issue supplementary news access rules for particular territories. In the event of inconsistency,
those supplementary rules will take precedence in that territory over these international News Access
Rules.

BROADCASTING

1. Non rights-holders may broadcast Games footage on television in their territory provided that
they comply with the following News Access Rules

2. Games footage may only be used as a part of regularly scheduled news programs. The news
programs must not be positioned or promoted as Games programs and the Games footage
component must not be sponsored

3. Games footage must not appear in more than 3 news programs per day, subject to the
exception for all-news networks as set out in paragraph 6 below

4. The duration of Games footage used in any one news program must not exceed a total of 3
minutes. In addition, such Games Footage must not contain:

(a) More than one third of the duration of a particular Commonwealth Games Event; and
(b) More than 30 seconds of a particular Commonwealth Games Event

Notwithstanding the above, where the duration of the particular Commonwealth Games Event
being broadcast is less than 15 seconds, the whole Commonwealth Games Event can be shown

5. News Programs in which Games footage appears must be separated by at least 3 hours.
However, if a Non Rights-holder regularly telecasts multiple hard news programs from 16:00
hours to 19:30 hours local time, it may broadcast Games Footage during one locally-oriented

hard news program and one network hard news program during this time period, as long as the
combined broadcast time of the Games Footage shown in both Hard News Programs does not
exceed a total of 3 minutes

6. An all-news network may broadcast Games Footage during multiple News Programs provided
that in each territory the combined time of Games Footage does not exceed a total of 9
minutes per day and no more than 3 minutes of Games Footage is shown in any one News
Program

7. Non rights-holders must not broadcast any Games Footage in a particular territory, unless that
Games footage has already been broadcast by the Rights Holder in that particular territory.

8. Non rights-holders must cease broadcasting Games Footage, 48 hours after the earliest time at
which broadcasts of such Games footage may begin.

9. Games footage shall not be used by any Non Rights-holder in any promotion whatsoever,
including without limitation, in promotions of any news program within which it is shown.

10. Subject to paragraph 11, Non Rights-holders may broadcast footage of all or portions of any
Official Delhi 2010 Media Conference held at the MPC, with a delay of at least 30 minutes from
the conclusion of the respective Official Delhi 2010 Media Conference.

11. Non Rights-holders may not originate programming or feed from the MPC and/or any Games
Venue.

12. Non Rights-holders must not use any Commonwealth Games related indicia and/or images in
their broadcasts unless to the extent that;

a. such indicia and/or image is included in the Games Footage obtained from the Rights
Holder; or
b. such use is permitted under applicable law..

OBTAINING GAMES FOOTAGE

13. Non rights-holders may record Games footage directly ‘off-air’ with the agreement of the
Rights-Holder in their respective territory.

GENERAL OBLIGATIONS

14. Non Rights-holders must ensure that:

a. They do not make available or provide Games Footage to any third party without the
express prior written consent of Delhi 2010
b. No advertising, promotion, publicity or other message appears at the same time (be it
superimposed or on a split screen or otherwise) as Games Footage and/or at the same
time as any other coverage of the Commonwealth Games which contains any CGF
indicia or images or Commonwealth Games related indicia or images
c. no advertising or other message is placed before, during or after the broadcast of
Games Footage in such a manner as to suggest sponsorship, approval or affiliation
between a third party, or third party’s product or service, and Games Footage or the
Commonwealth Games

15. Non Rights-holders must ensure that each broadcast of Games Footage in a particular territory
shall give an on-screen credit to the Rights Holder in that particular territory and that all
watermarks and/or logos contained in the feed from the Rights Holder are retained.

ACCREDITATION

16. Each non rights-holder will be entitled to seek ENR accreditation for its personnel, who, if
accredited by Delhi 2010(in its absolute discretion) will have access:

a. without equipment to:

i. all sessions at competition venues except for those listed as ticketed high-
demand sessions (ie PEL Events); and
ii. the international zone of the Commonwealth Games Village, provided that a
media pass has been obtained; and

b. with equipment, to all Official Delhi 2010 Media Conferences at the MPC, provided that
they comply with the restrictions set out in paragraphs 10 and 11.

17. The grant of accreditation is subject to the Non Rights-holders acknowledging and agreeing to
the following terms:

a. That access to Games Venues will be subject to accreditation and security procedures
which shall be developed and implemented by Delhi 2010 in its absolute discretion;
b. That any application for accreditation shall be made in such form as is required by Delhi
2010 in its absolute discretion and that nothing in these News Access Rules

compromises or fetters Delhi 2010’s absolute discretion in relation to the accreditation
of individuals
c. That Delhi 2010 is not obliged to grant accreditation to any person or class of persons
and that Delhi 2010 may in its absolute discretion exercise at any time the right to (i)
grant accreditation, (ii) grant accreditation with conditions, (iii) refuse accreditation, (iv)
cancel accreditation, and (v) refuse entry by any individuals to Games Venues
d. That Non Rights-holders must ensure that their personnel at all times follow the Delhi
2010 accreditation and security procedures in force from time to time
e. The Non Rights-holders executing an agreement to fully comply with all terms and
conditions of these News Access Rules and to fully comply with any terms and
conditions of access to a Games Venue, whether through the issue of a ticket, an
accreditation or otherwise.

18. Accreditation shall not entitle a Non Rights-holder to originate any programming or feed from
any Games Venue.

19. Delhi 2010 reserves the right to withdraw the accreditation of any person without notice, at the
discretion of Delhi 2010, in order to enforce compliance with these News Access Rules or with
Delhi 2010’s accreditation and security procedures.

APPLICATION OF THE NEWS ACCESS RULES

20. These News Access Rules shall come into effect from the date when a Commonwealth Games
accreditation is required to obtain access into any of the Games Venues and shall continue until
17 October 2010 (inclusive). During their operation, the News Access Rules shall be monitored
and enforced by Delhi 2010’s management. The Delhi 2010 Executive Board shall be the final
authority with respect to the interpretation and implementation of these News Access Rules.

a Games Venue, including interviews, except with respect to Official Delhi 2010 Press
Conferences as described in paragraph 8 below.
5. Non Rights-holders must not broadcast any Games Material in their territory, unless that
Games Material has already been broadcast by a Rights holder in their territory.
6. Non Rights-holders must cease broadcasting Games Material 48 hours after the earliest time at

Introduction to Games News Service
The Games News Service is an internal news agency which collects, creates and publishes a range of
Games-related news and data on Games Information System (GIS).
GIS is an essential resource providing timely, factual and accurate material for accredited media,
broadcasters, sponsors, athletes, national delegations and the broader Games Family, which relies on
the Games News Service for comprehensive coverage of the events and sporting competitions and
many other aspects of the Commonwealth Games. The Games News Service team consists of
professional sports writers and specialists, researchers, editors, media volunteers and associated
personnel.

What the Games News Service Will Provide


The articles prepared and published by the Games News Service include daily previews and reviews,
competition previews and reviews, flash quotes from athletes and coaches, Media Conference
highlights, stories about specific athletes and other media communications. The Games News Service
will also provide a range of additional background information, such as athlete biographies, medal
tallies, statistics, historical information and general Games news such as weather, transport,
attendances etc. Any errors in information produced by the Games News Service which requires
updating or amendment will be corrected as soon as possible and the revised versions marked
‘CORRECTED’.

Games News Service Operation


The Games News Service will generate most of the content 'on location' at competition venues, to
channel it back through a central editorial team located at the Main Press Centre. A Games News
Service team will be based at every competition venue, managed by a Games News Service Team
Leader and Sports Information Specialist; the team will also consist of News Service Reporters and
Flash Quote Reporters.

How to Access Information Published by the Games News Service


Games News Service articles and information will be distributed in hard copy via the pigeonholes
located in the Main Press Centre and Venue Media Centres. Printed results will be distributed to the
tabled tribunes. All Games News Service articles and information are accessible electronically via GIS.
This system functions on designated computer terminals located at the Main Press Centre and Venue
Media Centres. GIS will display news, sport competition schedules, results and records, athlete
biographies, the medal tally, sport information, media transport schedules, weather information, as
well as an extensive schedule of Village and cultural events, tourism and historical Games information.
All Games News Service information will be published in English.
