DBM Manual on Position Classification and Compensation
(NOSCA) is issued to the agency. For non-itemized positions such as casual orcontractual positions, DBM issues a letter authorizing their creation and theircorresponding classification.The details in the NOSCA serve as inputs to the Personal Services Itemizationand Plantilla of Personnel (PSIPOP) for itemized positions issued by the DBMto agencies
each year
. The original copy of the agency accomplished PSIPOPis submitted to the DBM. For non-itemized positions, the agency prepares thecorresponding Plantilla of Personnel.
Reclassification
Reclassification is a form of staffing modification and/or positionclassification action which may be applied only when there has been asubstantial change in the regular duties and responsibilities of the incumbent of the position and which may result in a change in any or all of the positionattributes: position title, level and salary grade.Such reclassification, however, should not result in a distortion in the staffingpattern nor in an unauthorized change in organizational structure or leveling,not only within the unit where said position is deployed, but also amongequivalent or parallel structures in the agency. Reclassification generallyinvolves a change in the position title and may be accompanied by an upwardor downward change in salary grade. However, if the salary grade of theposition is maintained, the staffing modification and/or position classificationaction is deemed as retitling, provided that such is within the sameoccupational group.The retitling/upgrading of a position takes effect on the date indicated in theNOSCA.A reclassification action takes effect on the date indicated in the NOSCA but not earlier than the date when funds for the purpose are authorized in the

Sir/Madam: inquiry lang po sana, ask ko po sana kung pwede pong ipa create yung position na bookkeeping under the office of the Sangguniang Bayan Office: depende po ba sa justification? kasi more on Financial Transactions/ Record keeping/Financial Transactions po of the whole sangguniang bayan members, the vice mayor and the office po. salamat po. godbless.
