We are pleased to enclose revisions to the Eleventh Circuit Rules and Internal OperatingProcedures (IOPs) that took effect on April 1, 2010.Some of the revisions:Clarify that the Appearance of Counsel Form must be used by counsel in order to complywith FRAP 12(b). IOP 2, Appearance of Counsel Form, following FRAP 12.Conform the circuit rules to FRAP 22 revisions, and to new Rule 11 of the RulesGoverning § 2254 Cases and § 2255 Cases in the District Courts, that took effectDecember 1, 2009. 11th Cir. R. 22-1, Certificate of Appealability.The Rules and Internal Operating Procedures of the Eleventh Circuit are available on theCourt’s Web site. We welcome comments and suggestions concerning our local rules andinternal operating procedures.You are welcome to print a copy of these rules if you wish to have a paper copy. Use of acolor printer will provide you with a two-color copy of the rules.
