During this evaluation period, Captain Cherry has served as the Commanding Officer
for the Eastem Division. On January 13", 2010, Captain Cherry received a transfer
evaluation from retiring Assistant Chief of Police G. W. Hastings rating him as a Level
IV. As part of the basis for that evaluation, it was listed that Captain Cherry worked
flexible hours, weekends, interacted well with communities being served by the Eastem
Patrol Division, demonstrated a genuine concern for Division members. This time
period covered the first two quarters of this evaluation period.
During the third quarter of this evaluation period, Captain Cherry was again rated a
Level IV, largely for the same reasons as noted above, but also included his
involvement with the North Carolina Child Response Initiative pilot program in the
Eastern Division and his attention to crime issues in the Division. It was also noted that
the Staff Inspections Unit provided a favorable report on the Division and Captain
Cherry’s leadership. There were two negative performance indicators discussed with
Captain Cherry during his 3 Quarter evaluation regarding his leadership, but they did
not affect the overall evaluation.
Also during this evaluation period, as a result of a City Council request, Captain Cherry
prepared a ninety (90) day strategic plan to address crime issues along the Phillips Ave.
corridor. This plan became effective on May 15" and is currently ongoing.
During the 4" Quarter evaluation period Captain Cherry has produced or helped
produce numerous documents in his own name and for subordinate employee’s,
including at least one not under his command, These documents themselves have
contained false and misleading statements requiring the completion of additionaladministative investigations. His actions have not only had a negative impact on his
own performance, but those of other members of the Department as well
Captaira Cherry’s actions have been a significant disruption, not only for the Police
Departrnent, but the City as well. Furthermore, he has demonstrated personal behavior
in the presence of both sworn and non-sworn subordinate personnel that has caused
them discomfort and concern resulting in administrative investigations.
‘As aresilt of his actions, Captain Cherry’s 4" Quarter evaluation rating was a Level I.
During this evaluation period, Captain Cherry failed in his responsibilities as a
Commanding Officer in the Greensboro Police Department during the 4" quarter. This
complete failure in leadership and judgment significantly outweighs the considerations
given tothe previous quarters.
Captain Cherry’s overall performance rating is LEVEL I for this evaluation period.
