ACT
To establish a Tobacco Products Control Committee to advise the Minister onmatters relating to the use of tobacco products; to provide for the consti-tution, poers, duties and functions of the Committee; to provide for thereduction of demand for and supply of tobacco products; to provide for pro-tection from exposure to tobacco smoke; to provide for the establishmentof the Tobacco Products Control Fund; to provide for matters relating tothe enforcement of the Act; and to provide for matters incidental thereto.

ACKNOWLEDGINGthattheuseoftobaccoproducts--hasbeenincreasinginNamibia;-isextremelyharmfultohumanhealthandthatscientificevidencehasunequivocallyestablishedthatexposuretotobaccosmokecausesdeath,diseaseanddisabilityandnegativelyimpactsontheeconomyandtheenvironment;-isadevelopedhabitamongpeopleofdifferentagesinsocietyandseverelyaffectsthehealthofindividualscontrarytotheprovisionsofArticle95(b)and(j),readtogetherwithArticle13oftheNamibianConstitution;-iscontrarytothegoals,objectivesandprinciplesoftheNamibianHealthPolicyFramework;-iswidelyadvertised,targetingespeciallyyoungpeople,hencetheneedtoestablishrobustprogrammestobreakthegrowinghabitofusingtobaccoproducts;
