The Guideline for Training and Facilitation in the Preparation of RegionalDevelopment Plan is prepared in relation to the LGSP-USAID technicalassistance in the area of participatory regional development planning. Inaccordance with the LGSP objective, the Guideline is aimed at providing betterand more comprehensive understanding, strengthening capacity andcapability of local government, legislature and civil society organizations inparticipatory orientated local development planning.
The specific objective
of the guideline is (1) to provide LG, DPRD and civilsociety organizations with better understanding of perspective and processof local participatory planning; (2) to facilitate LG in preparing related regionaldevelopment plans in compliance with laws and regulations in planning andbudgeting; (3) to facilitate DPRD and civil society organizations to effectivelycontribute to the local planning process; (4) to develop better clarification onthe role, functions and jurisdictions of each actor, LG, DPRD and CSO inlocal development planning process.It is expected that the guideline will result in the quality enhancement of theprocess, performance and products of regional development plans; betterintegration and consistency between strategic, medium term planning, annualprogram and budget; more effective roles, functions and involvement of DPRDand CSOs in the decision making process related to local planning; moreeffective of regional plan in meeting community needs and aspirations.
Basic approach
used in developing the guideline is as follows: (1) to servemulti user i.e. executive, legislative, CSO, and Media; (2) to use the frameworkof Law 25/2004 on National Development Planning System that requires thedevelopment plan preparation should be based on technocratic, participatory,political, bottom-up and top-down planning to clarify the role of each actor, i.eexecutive, legislative, and CSO in decision making related to planning andbudgeting; (3) to give emphasis on the strengthening of planning perspective,process and quality of planning products; (4) to use framework of Law 32/ 2004 especially in relation to the classification of government functions,obligatory and optional services in all plans preparation to ensure there isconsistency between long, medium term planning and annual program andbudget; (5) to be a ‘loose leaf document’ to encourage local initiatives and toensure sustain development of the guideline; (6) to produce a practicalguideline.The guideline consists of 6 (six) main sections starting with Section 1preparation of RPJP Daerah followed with Section 2 Preparation of RPJMDaerah; Section 3 Preparation of RENSTRA SKPD; Section 4 Preparation ofRKPD; Section 5 Preparation of RENJA SKPD, and Section 6 Preparation ofKUA, PPAS and RKA SKPD.
