    Public Benefit Warm Line: Help without Hang-ups For anyone dependent upon a public program for health care, their next meal or a roof over their heads, the sudden cutoff of benefits can be devastating. Too often, confusing red tape or unresponsive bureaucracies can leave recipients at their wits end, scared and unsure of where to turn for help. Catholic University's Columbus Community Legal Services has developed a new tool to help: the "warm-line," a one-stop approach to help claimants seek assistance with public benefits cases that are within the jurisdiction of the Office of Administrative Hearings. The warm-line assists individuals whose public benefits have been terminated or reduced, or whose applications have been denied. A "warm-line" differs from a "hot-line" in that inquiries go into voicemail and are responded to within 24 hours, rather than having hot-line staff answering calls immediately. A single telephone call is all it takes to begin matching individuals facing legal problems involving public benefits with free lawyers who can help solve those problems. No longer will a claimant need to make multiple calls for help and face a lengthy and often discouraging process. The warm-line project uses a streamlined form for referrals to multiple legal service providers. Law students who have received training on public benefits with an emphasis on issue spotting and deadlines will make daily referrals to participating legal service providers. Because there are no waiting periods or time-consuming screening procedures, the project allows callers to get the information that they need quickly. The warm-line includes cases involving DC-administered public benefit programs. These programs include: * TANF (Temporary Assistance for Needy Families) * General Assistance for Children/ GAC * IDA (Interim Disability Assistance) * D.C. Health Alliance * D.C. Healthy Families/ SCHIP (State Children's Health Insurance Program) * Food Stamps (or Supplementary Nutrition Assistance Program) * Medicaid The goal of the warm-line is to refer people to legal service providers who can help resolve their public benefits issues. The warm-line is free of charge. Anyone who has a problem with DC public benefits can use it to find legal assistance that might otherwise be unavailable to them. The project seeks to offer public benefit recipients greater access to the legal system and help to ensure that those who legally qualify for such assistance continue to receive it.
