REVIEW AND ANALYSIS ON PROGRESS REPORT UPTODECEMBER 2008 OF REGIONAL PLANNING SECTOR
Place below is profile of development programme of RP Sector upto December, 2009. Main features of development profile of RegionalPlanning Sector are as under:-
Against an allocation of Rs. 2.40 billion approved schemes areof Rs. 914 million only which is 38% of total financial outlay of current financial year.
Up to December Rs. 105.318 million were reported as utilizedwhich were 15.96% of total release.
Four major projects of the sector which include Barani VillageDevelopment Project (Gen. Sr. No. 1415), Integrated PovertyAlleviation for Southern Punjab PRSP (Gen. Sr. No. 1384.Punjab Poor District Development Programme (Gen. Sr. No.1417) and TADP (Gen. Sr. No. 1420) were with nil utilizationeven the schemes / PC-Is of these schemes have not beenprepared. There are little expectations of any utilization duringthe year and thus amount allocation from these schemes maybe surrendered.
In case of scheme at Gen. Sr. No. 1384 Integrated (PovertyAlleviation Programme of Southern Punjab) PRSP has notcomplied with PDWP decisions and the funds were notreleased. PRSP was paid three trenches amounting to Rs. 295million up to current financial year. The performance of PRSPwas not satisfactory even considering their report in year wisetargets were presented. Bulk of amount already released wasstill unspent. PRSP was not providing utilization report andeven cash flow statement. This warrants an early decision onthe part of Planning & Development Department whether theseactivities to be continued or to be stopped.
