The Social Security (United States of America) Order 1997Well folks, I don't have to look any further for proof positive, concerning oursubjection to England and what ever monarch is sitting. Of course I will continuelooking, but will you believe the following document obtained from the Queen's ownweb site. I was told about the possible existence of this by the Informer, he wastold by someone else. Yep, it's there in black and white, read "Schedule 1,Article 14, sections 15, 16 and 17. There are other revealing parts, but in theabove sections the United States is declared to be a territory of Great Britainand that we are subject to the Queen. As always I do not take things out ofcontext, but read the whole thing so you will have no doubt.James

The Queen's Most Excellent Majesty in CouncilWhereas at London on the 13th February 1984 an Agreement on social securitybetween the Government of the United Kingdom of Great Britain and Northern Irelandand the Government of the United States of America (hereinafter referred to as"the Agreement") and an Administrative Agreement for the implementation of theAgreement (hereinafter referred to as "the Administrative Agreement")[1] weresigned on behalf of those Governments and effect was given to the Agreement by theSocial Security (United States of America) Order 1984 (hereinafter referred to as"the Principal Order")[2]:And Whereas at London on 6th June 1996 a Supplementary Agreement between theGovernment of the United Kingdom of Great Britain and Northern Ireland and theGovernment of the United States of America (which Supplementary Agreement is setout in Schedule 1 to this Order and is hereinafter referred to as "theSupplementary Agreement") amending the Agreement and a SupplementaryAdministrative Agreement amending the Administrative Agreement (whichSupplementary Administrative Agreement is set out in Schedule 2 to this Order andis hereinafter referred to as "the Supplementary Administrative Agreement")[3]were signed on behalf of those Governments:And Whereas by Article 3 of the Supplementary Agreement it is provided that theSupplementary Agreement shall enter into force on the first day of the third monthfollowing the month in which each Government has received from the otherGovernment written notification that all statutory and constitutional requirementshave been complied with for entry into force of the Supplementary Agreement:And Whereas by Article 2 of the Supplementary Administrative Agreement it isprovided that the Supplementary Administrative Agreement shall enter into force onthe date of entry into force of the Supplementary Agreement:And Whereas written notification in accordance with Article 3 of the SupplementaryAgreement was received by each Government on 20th June 1997 and accordingly theSupplementary Agreement and the Supplementary Administrative Agreement enter intoforce on the 1st September 1997:And Whereas by section 179(1)(a) and (2) of the Social Security Administration Act1992[4] it is provided that Her Majesty may by Order in Council make provision formodifying or adapting that Act and the Social Security Contributions and BenefitsAct 1992[5] in their application to cases affected by agreements with otherGovernments providing for reciprocity in matters specified in the said section:Now, therefore, Her Majesty, in pursuance of section 179(1)(a) and (2) of theSocial Security Administration Act 1992 and of all other powers enabling Her inthat behalf, is pleased, by and with the advice of Her Privy Council, to order,and it is hereby ordered, as follows: -Citation and commencement1. This Order may be cited as the Social Security (United States of America) Order1997 and shall come into force on 1st September 1997.Modification of the Social Security Administration Act 1992 and the SocialSecurity Contributions and Benefits Act 1992 and amendment of the Principal Order2. The Social Security Administration Act 1992 and the Social SecurityContributions and Benefits Act 1992 shall be modified and the Principal Ordershall be amended so as to give effect to the Agreement as modified by theSupplementary Agreement set out in Schedule 1 to this Order and to the
 
Administrative Agreement as modified by the Supplementary Administrative Agreementset out in Schedule 2 to this Order, so far as the same relate to England, Walesand Scotland.Amendment of Order3. The reference to the Social Security (United States of America) Order 1984shall be omitted in the Schedule to the Social Security (Reciprocal Agreements)Order 1988[6] and in Schedules 2 and 3 to the Social Security (ReciprocalAgreements) Order 1995[7].N.H. NichollsClerk of the Privy CouncilSCHEDULE 1Article 2SUPPLEMENTARY AGREEMENT AMENDING THE AGREEMENT ON SOCIAL SECURITY BETWEEN THEGOVERNMENT OF THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND AND THEGOVERNMENT OF THE UNITED STATES OF AMERICAThe Government of the United Kingdom of Great Britain and Northern Ireland and theGovernment of the United States of America;Having considered the Agreement on Social Security which was signed on theirbehalf at London on 13th February 1984 (hereinafter referred to as "theAgreement");Having recognised the need to revise certain provisions of the Agreement;Have agreed as follows:Article 11. Article 1 of the Agreement shall be revised as follows:(a) Paragraph 1 shall be revised to read as follows:" 1. "Territory" means,as regards the United States, the States, the District of Columbia, theCommonwealth of Puerto Rico, the United States Virgin Islands, Guam, AmericanSamoa and the Commonwealth of the Northern Mariana Islands, and as regards theUnited Kingdom, England, Scotland, Wales, Northern Ireland, and also the Isle ofMan, the Island of Jersey, and the Islands of Guernsey, Alderney, Herm and Jethou;and references to the "United Kingdom" or to "territory" in relation to the UnitedKingdom shall include the Isle of Man, the Island of Jersey, and the Islands ofGuernsey, Alderney, Herm and Jethou where appropriate;".(b) Paragraph 3 shall be revised to read as follows:" 3. "Competent Authority" means,as regards the United States, the Commissioner of Social Security, andas regards the United Kingdom, the Department of Social Security for GreatBritain, the Department of Health and Social Services for Northern Ireland, theDepartment of Health and Social Security of the Isle of Man, the Employment andSocial Security Committee of the States of the Island of Jersey or the GuernseySocial Security Authority as the case may require;".
