Joe Russell is enjoying a well-deserved beach vacation with his wife Debbie following a particularly risky project of his involving foiling a kidnapping ring. Their quiet time is interrupted when they happen to witness an attempted rape in a restaurant. Of course, Joe has to intervene, and he easily deters the attack. He thus makes the acquaintance of Alex Perlman and his friends, a group of spoiled rich kids who are used to taking whatever they want, which in this case was the beautiful waitress Theresa Morales. After Joe leaves town, though, Theresa Morales is abducted, raped and brutally killed.

The police insist Theresa’s killing was gang-related, but Joe is convinced her original attackers are the culprits and that the detectives are part of a cover-up orchestrated by Perlman’s father Carson Perlman, a ruthless local businessman. Joe soon establishes to his satisfaction that Alex Perlman was responsible for Theresa Morales’ death, and gradually starts bringing about his own kind of justice, aided by his friend Detective Juanita Kincaid. In doing so, though, he engenders the wrath of Carson Perlman, who is a far more dangerous adversary than his son. Soon Joe’s and Juanita’s lives are in danger, and their efforts to bring about justice for Theresa Morales may prove to be their own downfall.
