Enclosed for the Bureau are the original and five copies of an IAM suitable for dissemination. Preliminary investigation of the above captioned organization was initiated September, 1981. Due to the apparent ties of the Irish Northern Aid Committee (NORAID) and its immediate officers in weapons procurement activities for the PIRA full field investigtion of sane was authorized 11/11/82, NORAID was previously investigated and charged with violations of the US Foreign Agents Registration Act. Under direction of the Federal. Courts, SDNY, 7/6/81 , NORAID has been ordered to declare themselves an agent, To date they have refused to do so. According to inasmuch as NORAID has lost its appeal of the above si feral Tuling, SDNY is considering instituting contempt charges against NORAID and its principals. Since Novenber, 1962, the New York Division has tried various means of determining the disposition of NORAID funds with little success. One New York Agent, acting in an undercover capacity, attempted to join NORAID, attending functions held under its auspices, frequented pubs and restaurants utilized by NORAID principles and made small contributions while requesting further information regarding the organization, The SA received no reply to his inquiries nor was he able to associate himself with its principals, Informant contact within NORAID and with those individuals suspected of weapons procurenent activities has been non- productive. The IRS Criminal Investigative Division advised that NORAID is not listed as a tax exempt organization in NYC or Brooklyn. ‘The Manhattan IRS is currently initiating a national computer search of the NORAID organization, IRS special Agent[——Jadvised that if NORAID is claiming tax exempt status as a charitable organization, their status could be revoked if it can be proven that they have violated their charter or gone against their covenants of being a singularly charitable organization. Note that NORAID literature and officers claim that contributions to NORAID are tax exempt. REQUEST OF THE BUREAU NORAID's status as an agent of the IRA has been adjudicated. Because investigation of NORAID's misuse of funds as a charitable organization appears to be a violation for which investigation is directed by the IRS, NY will follow any subsequent IRS investigation of NORAID.
