Since the foot-and-mouth disease spread out in a milk cow farmhouse in Pocheon of Gyeonggi Province on July 1st, 2010, the disease is spreading nationwide. The situation is serious enough for the owner of affected farming household to kill one- self in April. Accordingly, let’s check up how to take preventive measures against the foot-and-mouth disease.

1. Forbid people and vehicles to enter or leave the farm.

2. If you purchase livestock, you have to get it from a reliable farm- house. In addition, isolation and examination are required for a certain period of time.

3. If migrant workers, who work for a livestock farmhouse, nd

problems related to the farm’s quarantine measures such as sani- tation and sterilization in suspected livestock of foot-and-mouth infection, they have to report immediately and put all efforts in providing the follow-up service.

4 The livestock disease should be prevented by destroying ies,
mosquitoes and mice in the farm.

5. Not to visit FMD-nonfree countries. If you travel to the coun- tries due to some unavoidable circumstances, do not visit the farms or facilities related to livestock. However, if necessary, you have to take a bath and wash your clothes as soon as pos- sible after the entry. In addition, you need to refrain from visiting other farmhouses at least more than 2 weeks.

6. In the event of the farms in FMD-nonfree areas, do not have a meeting and use means of communication such as phone if they need to discuss.

7. You need to monitor the breeding livestock condition and if you
nd any symptoms related to the foot-and-mouth disease, report

immediately to a mayor, ward head, town head, and township chief under the relevant jurisdiction or municipal- to provincial livestock quarantine institutions.

Fire Prevention
◆ A fire broke out at migrant workers’container lodgings
◆ The returning cost of about 8,000,000 won was burned down...

On April 24th, a fire broke out at a plant which is located in Yongin, Gyeonggido. This caused the container where migrant workers use as loadings and plant to be burned. Fortunately there were no human casualties or injuries. However, a worker from Sri Lankan came to be unable to go back to home because returning cost of about 8000,000 won was burnt down.

The poor residential environment such as outworn electric wires is likely to be the cause of the fire as most of migrant workers spend in a group setting at the dormitory of a plant. If so, what is a measure to prevent fire? Let’s find out in detail.

Fire Prevention at Home
Do not pile up needless combustibles (old clothes,
newspapers, boxes, and so on)
Do not handle flammable liquids (alcohol, gasoline, etc.) or
flammable gases (butane gas) carelessly.
Do not hang electric wires on the places beyond eyeshot,
such as under a carpet or behind a dresser
Do not leave a kitchen while cooking food by gas.
Electrical Fire Prevention
Use standardized electric wires which are suited to the
electric capacity and voltage of electrical appliances.
Replace a worn or damaged wire with a new one.

Use a protective device when wiring a house for electricity and be careful so as not to be electric wiring exposed to heat and external shocks.

Do not insert several plugs into a socket.
Make sure that you unplug when going out
Do not use electric pad which are kept plunged for a long

How to evacuate in the event of a fire
When a fire occurs, let others know it crying out “Fire!”
loudly and call 119.
Cover your body and face up with a wet blanket or towel
when passing through the flames.
Try touching the door with the back of your hand or
touching the doorknob before opening it.
Wait for help to the wind when you are evacuated.
Roll about on the ground after covering your eyes and
mouth with your hands when your clothes catch fire.

[Case study] One day, Mr. P got a notice that was written ‘You came to be brought to summary trial and come into a certain district court ‘. And he thought for a moment, he realized that he was tagged for throwing away a cigarette butt on the street 2 months ago. So, the fine of 30,000won was imposed on him. However, it has entirely slipped from his mind. He visited a counseling center in confusion after receiving a summons to appear in court.

What is summary justice? The law system aims to lighten the

prosecution’s load and to give convenience to the person directly involved so as to be promptly and briefly punished without any investigation and trial in the event of minor offenses such as a fine not exceeding 200,000won, detention (be locked up at the police station or in jail more than one day to less than 30days), and a penalty (more than 2,000won to less than 50,000won).

Objects of summary justiceThere are speeding, going through

a red light, and illegal parking under the traffic laws and penal of- fenses such as violence. Furthermore, there are urinating on the street, drinking riot, indecent exposure, nuisance phone calls, smoking in the non-smoking sections, concealing lethal weapon, destroying nature, paying no attention to control dangerous animals, false reports, free ride, jumping a restaurant bill, trespassing, cutting in, and dealing in illegal tickets under the Minor Offences Act. Thus, the offenses against all sorts of administrative regulations are included.

Advance procedure A police chief gives a violator written notice

(notice disposition) to pay a fine, including the reason. If the violator does not follow the notice, the police chief applies for summary trial to the court. (However, in the event of those who refuse to receive a

written notice disposition, those who are unidentified, and those who are in a difficult situation for notice disposition, the court deals with them summarily without notice.

A. Those who receive a written notice shall pay a fine to the desig-
nated financial institution within 10 days of notice disposition.

B. In the event of those who do not pay a fine within the term for payment, they should pay the amount including 20 percent of the penalty given within 20 days from the day after the term expires.

Summary trial progressThe summary trial is held in open court

under the presidency of a judge. Defendants are able to know the details of a case, to have a chance to make an excuse, and to ap- point a lawyer. However, the judge is able to convict a defendant of a crime from the evidence draw up based on the report a police draw up. A judge generally sentences a defendant to detention, a penalty or a fine. If a judge dismisses a case, the case is forwarded to the public prosecutor’s office and it is conducted as the criminal trial procedures. If a defendant applies for a formal trial within 7 days of the sentence or notice as the defendant protests against a decision, it is carried out as the formal trial procedures.

Mr. P’s summary trial The ticket that police gave to Mr. P is

notice disposition and it gives him the details of summary trial procedures. Nevertheless, Mr. P did not pay a fine to a financial institution within a designated amount of time (10 days + 20 days). For this reason, he came to be on trial. Therefore, he has to appear in court and to be judged by the law at the designated date. If he protests against a decision, he is able to apply for a formal trial.
