Engineering Concept Report
SUMMARY OF REPORT
Thisreport was prepared In order to establish the preliminaryconceptual design
ofa 115kV transmission linewhichw ould connectthe AccionaEnergyNorth
America Corporations new 81. Lawrence Wind Farm Collector Substation with
theeXisting National Grid RGckledgeSubstation_ The majorityof the nine(RO)
mile transmissionline route would be located on shared easements between
Accionaand the DevelopmentAuthorityof the NorthCountry .(DANC)~ These
easements include anabandoned railroad bed where DANG operates lts
Western JeffersonCounty Regional WaterLine.
Themain focusof the designcriteriais to establish thehorizontal andvertical
clearancesdfthe transmissionline whichaddress thesafety andoperational
issues associatedwith the DANG waterline andthe newAcciona transmission
line being located in thesnared easements.Basedon our knowledge and
line design, thedesignCriteria satisfiesallthe
concernsof DANG andstili provides reasonable guidelines forthe final designof
this transmission line.
Aspart: ofthis report,S&L conducted an induction analysis basedonthe conceptual
'transmissionlinedesign with both -the water lineand the transmission line co-located
within the same corridor. This analysis ooncluded that the transrnisaionline
c_onceptu aIdesign met NewYork StatePublic Service CommissIon(NYCRR), NACE
forinduced voltages onpipelines.
APPROACH TO WORK
Usingthe GIS data provided by Acciona& DANG,S&L determinedth e
geographIc locatlon ofthe new transmission lineroute and easements in New
York Central state plane coordinates (NAD83), Topographical data along the
lineroute wasextractedfrom the USGS databaseillthe form of a grid
consisting of points spaced 10ft apart in both the north-south and east-west
directions.The GIS layerswere then mergedw ith the topographical datain
PLs-cADDandused to establishthe alignmentof the transmission
Transmissionstructure designswere modeledin PLS-Pole basedon the
design criteriadocument. Thestructure models, conductor andshield wires
were inserted into 'thealignment to create thetransmission
PLS-CADD was used to sag wires, determine structural loadings and
evaluate wirelocations todetermineclearances based on variousweather
cases as stated In the design criteria.
The water pipeline inductionanalysis included in this reportwas performed
using theCDEGS program.The lnduction analysis wasperformedby
